  為(wei)貫徹(che)落實黨的十九大(da)(da)精(jing)神,十九屆中(zhong)央(yang)委員(yuan)會(hui)第四次(ci)全體會(hui)議著重研究了堅(jian)持和完善(shan)中(zhong)國特色社會(hui)主義制度、推進國家治理(li)體系和治理(li)能力現代化的若干重大(da)(da)問題(ti),作出如下決(jue)定。

  一、堅(jian)持和完善中國特色(se)社會主義制度、推進(jin)國家治理(li)體系和治理(li)能力現(xian)代化的重大意義和總體要求

  中國(guo)(guo)(guo)特(te)(te)色(se)社(she)會(hui)主義制(zhi)度是黨和(he)人民在長期實踐探索中形(xing)成的(de)科學制(zhi)度體(ti)系(xi),我國(guo)(guo)(guo)國(guo)(guo)(guo)家治(zhi)理一(yi)切工作和(he)活(huo)動都依照中國(guo)(guo)(guo)特(te)(te)色(se)社(she)會(hui)主義制(zhi)度展(zhan)開(kai),我國(guo)(guo)(guo)國(guo)(guo)(guo)家治(zhi)理體(ti)系(xi)和(he)治(zhi)理能(neng)(neng)力是中國(guo)(guo)(guo)特(te)(te)色(se)社(she)會(hui)主義制(zhi)度及其執(zhi)行能(neng)(neng)力的(de)集中體(ti)現。

  中(zhong)國(guo)(guo)共產黨(dang)(dang)(dang)自(zi)成立以來(lai),團結帶領(ling)人(ren)民,堅持把馬克思主義基本原(yuan)理同中(zhong)國(guo)(guo)具體實際相結合,贏得(de)了(le)中(zhong)國(guo)(guo)革(ge)(ge)命勝利,并深刻總(zong)結國(guo)(guo)內外正反(fan)兩(liang)方面(mian)(mian)經(jing)驗(yan),不(bu)斷探索實踐,不(bu)斷改革(ge)(ge)創新,建立和(he)完(wan)善(shan)社會主義制(zhi)度(du),形成和(he)發(fa)展(zhan)黨(dang)(dang)(dang)的(de)領(ling)導和(he)經(jing)濟(ji)(ji)、政(zheng)治(zhi)(zhi)、文(wen)化(hua)(hua)、社會、生態文(wen)明(ming)、軍事、外事等各(ge)方面(mian)(mian)制(zhi)度(du),加強和(he)完(wan)善(shan)國(guo)(guo)家治(zhi)(zhi)理,取得(de)歷(li)史(shi)性成就(jiu)。黨(dang)(dang)(dang)的(de)十八(ba)大以來(lai),我(wo)們黨(dang)(dang)(dang)領(ling)導人(ren)民統籌推(tui)(tui)進(jin)“五位一(yi)體”總(zong)體布(bu)局、協調推(tui)(tui)進(jin)“四個全(quan)面(mian)(mian)”戰(zhan)略布(bu)局,推(tui)(tui)動(dong)中(zhong)國(guo)(guo)特色(se)社會主義制(zhi)度(du)更(geng)加完(wan)善(shan)、國(guo)(guo)家治(zhi)(zhi)理體系和(he)治(zhi)(zhi)理能力(li)現代(dai)化(hua)(hua)水平明(ming)顯提(ti)高(gao),為政(zheng)治(zhi)(zhi)穩定(ding)、經(jing)濟(ji)(ji)發(fa)展(zhan)、文(wen)化(hua)(hua)繁(fan)榮、民族團結、人(ren)民幸福、社會安寧、國(guo)(guo)家統一(yi)提(ti)供了(le)有力(li)保(bao)障。

  新中國成立七(qi)十年來(lai),我們黨領導人(ren)民(min)(min)創造了世所罕(han)見的經濟快速發展奇跡和(he)社會長期穩定奇跡,中華(hua)(hua)民(min)(min)族迎來(lai)了從站起來(lai)、富(fu)起來(lai)到強起來(lai)的偉大(da)(da)飛躍。實踐證明,中國特色社會主義制(zhi)度和(he)國家治(zhi)理(li)體系是(shi)以馬克(ke)思主義為指導、植(zhi)根中國大(da)(da)地、具有(you)深厚(hou)中華(hua)(hua)文化根基、深得人(ren)民(min)(min)擁護的制(zhi)度和(he)治(zhi)理(li)體系,是(shi)具有(you)強大(da)(da)生(sheng)命力和(he)巨大(da)(da)優越(yue)性(xing)的制(zhi)度和(he)治(zhi)理(li)體系,是(shi)能夠持續推動擁有(you)近十四億(yi)人(ren)口大(da)(da)國進步和(he)發展、確(que)保擁有(you)五千多年文明史的中華(hua)(hua)民(min)(min)族實現“兩個一百年”奮斗目標進而(er)實現偉大(da)(da)復興的制(zhi)度和(he)治(zhi)理(li)體系。

  當今(jin)世(shi)界(jie)正經歷百年未有之大(da)(da)變(bian)局,我(wo)國(guo)正處于實現中(zhong)華民(min)(min)族偉大(da)(da)復興(xing)關鍵(jian)時期。順應時代潮流,適應我(wo)國(guo)社(she)會主(zhu)要矛盾(dun)變(bian)化(hua),統攬偉大(da)(da)斗爭、偉大(da)(da)工程、偉大(da)(da)事(shi)業、偉大(da)(da)夢想(xiang),不(bu)斷滿足人(ren)民(min)(min)對(dui)美好生活新(xin)期待,戰(zhan)勝前進(jin)道路上(shang)的各(ge)種風險挑戰(zhan),必須在堅(jian)持(chi)和完(wan)善中(zhong)國(guo)特色社(she)會主(zhu)義制度、推進(jin)國(guo)家(jia)治(zhi)理(li)體(ti)系和治(zhi)理(li)能力現代化(hua)上(shang)下(xia)更(geng)大(da)(da)功夫(fu)。

  必須(xu)堅持(chi)(chi)(chi)以馬克思(si)(si)列寧主(zhu)(zhu)義(yi)、毛澤東思(si)(si)想(xiang)(xiang)、鄧小平理(li)(li)論、“三個(ge)(ge)代表(biao)”重要思(si)(si)想(xiang)(xiang)、科學發(fa)展(zhan)觀、習近平新(xin)時代中(zhong)(zhong)國(guo)(guo)(guo)特(te)色(se)社會(hui)主(zhu)(zhu)義(yi)思(si)(si)想(xiang)(xiang)為指導(dao)(dao),增強(qiang)“四個(ge)(ge)意識”,堅定“四個(ge)(ge)自(zi)信”,做到“兩(liang)個(ge)(ge)維(wei)護(hu)”,堅持(chi)(chi)(chi)黨的領導(dao)(dao)、人(ren)民(min)當家作主(zhu)(zhu)、依(yi)法治(zhi)國(guo)(guo)(guo)有機(ji)統(tong)一,堅持(chi)(chi)(chi)解放思(si)(si)想(xiang)(xiang)、實事求(qiu)是,堅持(chi)(chi)(chi)改革創新(xin),突出堅持(chi)(chi)(chi)和(he)完善支(zhi)撐中(zhong)(zhong)國(guo)(guo)(guo)特(te)色(se)社會(hui)主(zhu)(zhu)義(yi)制(zhi)度(du)的根(gen)本制(zhi)度(du)、基本制(zhi)度(du)、重要制(zhi)度(du),著力(li)固(gu)根(gen)基、揚優勢、補短板、強(qiang)弱項,構建系統(tong)完備(bei)、科學規范、運行有效(xiao)(xiao)的制(zhi)度(du)體系,加強(qiang)系統(tong)治(zhi)理(li)(li)、依(yi)法治(zhi)理(li)(li)、綜合治(zhi)理(li)(li)、源頭治(zhi)理(li)(li),把我國(guo)(guo)(guo)制(zhi)度(du)優勢更好轉化為國(guo)(guo)(guo)家治(zhi)理(li)(li)效(xiao)(xiao)能,為實現(xian)“兩(liang)個(ge)(ge)一百(bai)年(nian)”奮斗(dou)目(mu)標(biao)、實現(xian)中(zhong)(zhong)華(hua)民(min)族偉大復興的中(zhong)(zhong)國(guo)(guo)(guo)夢提供有力(li)保證。

  堅(jian)持(chi)和(he)(he)完(wan)善(shan)中(zhong)國(guo)(guo)特色社(she)會主(zhu)(zhu)義(yi)制(zhi)度(du)(du)(du)、推進(jin)國(guo)(guo)家(jia)(jia)治(zhi)理(li)(li)體系(xi)和(he)(he)治(zhi)理(li)(li)能(neng)(neng)力現(xian)代化(hua)的(de)總(zong)體目標是(shi),到(dao)我們黨(dang)成(cheng)(cheng)(cheng)立一百(bai)年時(shi),在各(ge)(ge)方(fang)面(mian)制(zhi)度(du)(du)(du)更加(jia)(jia)成(cheng)(cheng)(cheng)熟更加(jia)(jia)定型上取得明顯成(cheng)(cheng)(cheng)效;到(dao)二〇三五年,各(ge)(ge)方(fang)面(mian)制(zhi)度(du)(du)(du)更加(jia)(jia)完(wan)善(shan),基本實現(xian)國(guo)(guo)家(jia)(jia)治(zhi)理(li)(li)體系(xi)和(he)(he)治(zhi)理(li)(li)能(neng)(neng)力現(xian)代化(hua);到(dao)新中(zhong)國(guo)(guo)成(cheng)(cheng)(cheng)立一百(bai)年時(shi),全面(mian)實現(xian)國(guo)(guo)家(jia)(jia)治(zhi)理(li)(li)體系(xi)和(he)(he)治(zhi)理(li)(li)能(neng)(neng)力現(xian)代化(hua),使(shi)中(zhong)國(guo)(guo)特色社(she)會主(zhu)(zhu)義(yi)制(zhi)度(du)(du)(du)更加(jia)(jia)鞏固、優越性充分展現(xian)。

  二、堅(jian)持和完善(shan)黨的領導制(zhi)度體系,提(ti)高黨科學執(zhi)(zhi)政、民主執(zhi)(zhi)政、依法執(zhi)(zhi)政水平

  中(zhong)國(guo)(guo)共產黨領導(dao)(dao)是(shi)(shi)中(zhong)國(guo)(guo)特色(se)社會主義(yi)最(zui)本質的(de)特征,是(shi)(shi)中(zhong)國(guo)(guo)特色(se)社會主義(yi)制(zhi)度的(de)最(zui)大優勢(shi),黨是(shi)(shi)最(zui)高政治領導(dao)(dao)力量。必須堅(jian)持黨政軍民學(xue)、東西(xi)南北(bei)中(zhong),黨是(shi)(shi)領導(dao)(dao)一(yi)切(qie)的(de),堅(jian)決維護(hu)黨中(zhong)央權威,健(jian)全總攬(lan)全局、協調各(ge)方的(de)黨的(de)領導(dao)(dao)制(zhi)度體系,把(ba)黨的(de)領導(dao)(dao)落(luo)實到國(guo)(guo)家治理各(ge)領域各(ge)方面各(ge)環節。

  (一)建立不忘(wang)初(chu)心、牢記使命的(de)(de)制(zhi)度。確保(bao)全(quan)黨(dang)遵(zun)守(shou)黨(dang)章,恪守(shou)黨(dang)的(de)(de)性質和宗旨,堅持用共產主義(yi)(yi)遠大(da)理(li)(li)想(xiang)和中國特色(se)社(she)會主義(yi)(yi)共同理(li)(li)想(xiang)凝聚(ju)全(quan)黨(dang)、團結人(ren)(ren)民,用習近平(ping)新(xin)時代中國特色(se)社(she)會主義(yi)(yi)思想(xiang)武裝全(quan)黨(dang)、教育人(ren)(ren)民、指導工(gong)作,夯實黨(dang)執政(zheng)的(de)(de)思想(xiang)基礎。把(ba)不忘(wang)初(chu)心、牢記使命作為加強黨(dang)的(de)(de)建設(she)的(de)(de)永恒課題(ti)和全(quan)體黨(dang)員(yuan)、干部的(de)(de)終身課題(ti),形成長效機(ji)制(zhi),堅持不懈錘煉黨(dang)員(yuan)、干部忠誠干凈擔(dan)當的(de)(de)政(zheng)治品格。全(quan)面貫徹(che)黨(dang)的(de)(de)基本理(li)(li)論、基本路(lu)線(xian)、基本方略(lve),持續推進黨(dang)的(de)(de)理(li)(li)論創(chuang)新(xin)、實踐創(chuang)新(xin)、制(zhi)度創(chuang)新(xin),使一切工(gong)作順(shun)應時代潮流、符合發展規律、體現人(ren)(ren)民愿望(wang),確保(bao)黨(dang)始終走在時代前(qian)列、得到人(ren)(ren)民衷心擁護。

  (三)健(jian)全(quan)(quan)(quan)黨的(de)全(quan)(quan)(quan)面(mian)(mian)領(ling)(ling)(ling)導(dao)(dao)制度。完(wan)善(shan)(shan)黨領(ling)(ling)(ling)導(dao)(dao)人大、政府、政協(xie)、監察(cha)機(ji)關、審判機(ji)關、檢察(cha)機(ji)關、武裝力量、人民(min)團體(ti)、企事(shi)業(ye)單位、基層(ceng)群(qun)眾自治組(zu)織(zhi)、社會組(zu)織(zhi)等制度,健(jian)全(quan)(quan)(quan)各級(ji)黨委(黨組(zu))工作制度,確保黨在(zai)各種組(zu)織(zhi)中(zhong)發揮(hui)領(ling)(ling)(ling)導(dao)(dao)作用。完(wan)善(shan)(shan)黨領(ling)(ling)(ling)導(dao)(dao)各項事(shi)業(ye)的(de)具(ju)體(ti)制度,把黨的(de)領(ling)(ling)(ling)導(dao)(dao)落實到(dao)(dao)統籌(chou)推進(jin)“五位一體(ti)”總體(ti)布局、協(xie)調(diao)(diao)推進(jin)“四個全(quan)(quan)(quan)面(mian)(mian)”戰略布局各方面(mian)(mian)。完(wan)善(shan)(shan)黨和國家(jia)機(ji)構職(zhi)能體(ti)系,把黨的(de)領(ling)(ling)(ling)導(dao)(dao)貫(guan)徹到(dao)(dao)黨和國家(jia)所有機(ji)構履(lv)行職(zhi)責全(quan)(quan)(quan)過(guo)程,推動各方面(mian)(mian)協(xie)調(diao)(diao)行動、增強合(he)力。

  三、堅持和完善(shan)人民當家作主制度(du)體系,發展社會主義民主政(zheng)治

  我國(guo)是工人(ren)階級領導(dao)的、以工農聯盟為基礎的人(ren)民(min)(min)(min)民(min)(min)(min)主專政(zheng)的社會主義國(guo)家(jia),國(guo)家(jia)的一切權力屬于(yu)人(ren)民(min)(min)(min)。必須堅(jian)持人(ren)民(min)(min)(min)主體地位,堅(jian)定不移走中(zhong)國(guo)特色社會主義政(zheng)治(zhi)發展道(dao)路,健全民(min)(min)(min)主制(zhi)度,豐富(fu)民(min)(min)(min)主形式(shi),拓寬民(min)(min)(min)主渠道(dao),依(yi)法實行(xing)民(min)(min)(min)主選舉、民(min)(min)(min)主協商、民(min)(min)(min)主決策、民(min)(min)(min)主管理(li)、民(min)(min)(min)主監(jian)督(du),使各(ge)方面制(zhi)度和(he)國(guo)家(jia)治(zhi)理(li)更好體現人(ren)民(min)(min)(min)意志、保障人(ren)民(min)(min)(min)權益、激發人(ren)民(min)(min)(min)創造,確保人(ren)民(min)(min)(min)依(yi)法通過(guo)各(ge)種(zhong)途徑(jing)和(he)形式(shi)管理(li)國(guo)家(jia)事務(wu),管理(li)經濟(ji)文化事業,管理(li)社會事務(wu)。

  (二)堅(jian)持(chi)和(he)完(wan)善(shan)中國共(gong)(gong)(gong)產黨(dang)(dang)領導的(de)多黨(dang)(dang)合作和(he)政(zheng)治(zhi)協(xie)(xie)(xie)商制(zhi)(zhi)度。貫(guan)徹長期共(gong)(gong)(gong)存、互(hu)相(xiang)(xiang)監督(du)、肝(gan)膽相(xiang)(xiang)照、榮辱與共(gong)(gong)(gong)的(de)方針,加強(qiang)中國特色社(she)會主(zhu)義政(zheng)黨(dang)(dang)制(zhi)(zhi)度建設(she),健(jian)(jian)全相(xiang)(xiang)互(hu)監督(du)特別是中國共(gong)(gong)(gong)產黨(dang)(dang)自覺接受監督(du)、對重大決策部署(shu)貫(guan)徹落實情況實施專(zhuan)(zhuan)項監督(du)等機(ji)(ji)制(zhi)(zhi),完(wan)善(shan)民(min)主(zhu)黨(dang)(dang)派中央直接向(xiang)中共(gong)(gong)(gong)中央提出建議制(zhi)(zhi)度,完(wan)善(shan)支(zhi)持(chi)民(min)主(zhu)黨(dang)(dang)派和(he)無黨(dang)(dang)派人士履行職能(neng)方法,展現我(wo)國新型政(zheng)黨(dang)(dang)制(zhi)(zhi)度優(you)勢。發揮人民(min)政(zheng)協(xie)(xie)(xie)作為政(zheng)治(zhi)組織和(he)民(min)主(zhu)形(xing)式的(de)效能(neng),提高政(zheng)治(zhi)協(xie)(xie)(xie)商、民(min)主(zhu)監督(du)、參政(zheng)議政(zheng)水平,更好凝聚(ju)共(gong)(gong)(gong)識。完(wan)善(shan)人民(min)政(zheng)協(xie)(xie)(xie)專(zhuan)(zhuan)門協(xie)(xie)(xie)商機(ji)(ji)構制(zhi)(zhi)度,豐富協(xie)(xie)(xie)商形(xing)式,健(jian)(jian)全協(xie)(xie)(xie)商規則,優(you)化(hua)界(jie)別設(she)置,健(jian)(jian)全發揚民(min)主(zhu)和(he)增進團(tuan)結相(xiang)(xiang)互(hu)貫(guan)通、建言資(zi)政(zheng)和(he)凝聚(ju)共(gong)(gong)(gong)識雙向(xiang)發力的(de)程序機(ji)(ji)制(zhi)(zhi)。

  (三)鞏(gong)固和發(fa)展(zhan)最廣泛的愛國(guo)統一(yi)(yi)戰線。堅持大統戰工作(zuo)(zuo)格局,堅持一(yi)(yi)致性(xing)和多(duo)樣性(xing)統一(yi)(yi),完善照顧同盟(meng)者利益(yi)政(zheng)策,做好民(min)族工作(zuo)(zuo)和宗教(jiao)工作(zuo)(zuo),健全黨外代表人士隊伍(wu)建設制度(du),凝聚港澳同胞(bao)(bao)(bao)(bao)、臺灣同胞(bao)(bao)(bao)(bao)、海外僑胞(bao)(bao)(bao)(bao)力量,謀求最大公約數,畫出最大同心圓(yuan),促進政(zheng)黨關系(xi)、民(min)族關系(xi)、宗教(jiao)關系(xi)、階層關系(xi)、海內外同胞(bao)(bao)(bao)(bao)關系(xi)和諧。

  (四)堅持(chi)和(he)完善民(min)(min)族(zu)(zu)區域自治制度。堅定不(bu)移(yi)走(zou)中國特色解決民(min)(min)族(zu)(zu)問題的正(zheng)確道路,堅持(chi)各民(min)(min)族(zu)(zu)一(yi)律(lv)平(ping)等,堅持(chi)各民(min)(min)族(zu)(zu)共同團(tuan)結(jie)奮(fen)斗、共同繁(fan)榮發(fa)展(zhan),保證民(min)(min)族(zu)(zu)自治地方依法行使自治權,保障少數民(min)(min)族(zu)(zu)合(he)法權益,鞏固和(he)發(fa)展(zhan)平(ping)等團(tuan)結(jie)互助和(he)諧的社會主義民(min)(min)族(zu)(zu)關系。堅持(chi)不(bu)懈開展(zhan)馬(ma)克思主義祖國觀、民(min)(min)族(zu)(zu)觀、文化觀、歷(li)史觀宣傳教育,打牢(lao)中華民(min)(min)族(zu)(zu)共同體(ti)思想基(ji)礎(chu)。全面深(shen)入持(chi)久開展(zhan)民(min)(min)族(zu)(zu)團(tuan)結(jie)進步創(chuang)建,加(jia)強各民(min)(min)族(zu)(zu)交往交流交融(rong)。支持(chi)和(he)幫助民(min)(min)族(zu)(zu)地區加(jia)快發(fa)展(zhan),不(bu)斷提高各族(zu)(zu)群眾生活水平(ping)。

  (五)健全(quan)充滿活(huo)力的(de)(de)基層(ceng)群(qun)(qun)眾自(zi)治制度。健全(quan)基層(ceng)黨組織領導的(de)(de)基層(ceng)群(qun)(qun)眾自(zi)治機制,在城鄉社區治理、基層(ceng)公共事(shi)務和公益事(shi)業(ye)中(zhong)廣(guang)泛實行群(qun)(qun)眾自(zi)我管理、自(zi)我服務、自(zi)我教育、自(zi)我監(jian)督,拓寬人民群(qun)(qun)眾反映意(yi)見(jian)和建議的(de)(de)渠道,著力推(tui)進(jin)基層(ceng)直接民主制度化(hua)、規(gui)范化(hua)、程序化(hua)。全(quan)心全(quan)意(yi)依靠工(gong)人階級,健全(quan)以(yi)職(zhi)工(gong)代(dai)表大(da)會為基本形式(shi)(shi)的(de)(de)企事(shi)業(ye)單位民主管理制度,探(tan)索企業(ye)職(zhi)工(gong)參(can)與管理的(de)(de)有效方式(shi)(shi),保障(zhang)職(zhi)工(gong)群(qun)(qun)眾的(de)(de)知情(qing)權、參(can)與權、表達權、監(jian)督權,維護職(zhi)工(gong)合(he)法權益。

  四、堅持和完善中國(guo)特色社會主義法治體系,提(ti)高黨依(yi)法治國(guo)、依(yi)法執政(zheng)能力

  建(jian)設(she)中國(guo)(guo)特色(se)(se)社會(hui)主(zhu)義法(fa)(fa)(fa)(fa)治(zhi)(zhi)體系、建(jian)設(she)社會(hui)主(zhu)義法(fa)(fa)(fa)(fa)治(zhi)(zhi)國(guo)(guo)家是堅持(chi)(chi)和發展中國(guo)(guo)特色(se)(se)社會(hui)主(zhu)義的(de)內在要求。必須堅定不(bu)移走(zou)中國(guo)(guo)特色(se)(se)社會(hui)主(zhu)義法(fa)(fa)(fa)(fa)治(zhi)(zhi)道路,全面推(tui)進依法(fa)(fa)(fa)(fa)治(zhi)(zhi)國(guo)(guo),堅持(chi)(chi)依法(fa)(fa)(fa)(fa)治(zhi)(zhi)國(guo)(guo)、依法(fa)(fa)(fa)(fa)執(zhi)政(zheng)、依法(fa)(fa)(fa)(fa)行政(zheng)共同推(tui)進,堅持(chi)(chi)法(fa)(fa)(fa)(fa)治(zhi)(zhi)國(guo)(guo)家、法(fa)(fa)(fa)(fa)治(zhi)(zhi)政(zheng)府、法(fa)(fa)(fa)(fa)治(zhi)(zhi)社會(hui)一體建(jian)設(she),加快(kuai)形成完備的(de)法(fa)(fa)(fa)(fa)律規范體系、高效的(de)法(fa)(fa)(fa)(fa)治(zhi)(zhi)實施(shi)體系、嚴密(mi)的(de)法(fa)(fa)(fa)(fa)治(zhi)(zhi)監(jian)督體系、有(you)力的(de)法(fa)(fa)(fa)(fa)治(zhi)(zhi)保障體系,加快(kuai)形成完善的(de)黨內法(fa)(fa)(fa)(fa)規體系,全面推(tui)進科學立法(fa)(fa)(fa)(fa)、嚴格執(zhi)法(fa)(fa)(fa)(fa)、公正司法(fa)(fa)(fa)(fa)、全民守法(fa)(fa)(fa)(fa),推(tui)進法(fa)(fa)(fa)(fa)治(zhi)(zhi)中國(guo)(guo)建(jian)設(she)。

  (一(yi))健(jian)全保證憲(xian)(xian)法(fa)(fa)(fa)全面實(shi)施的(de)體制(zhi)機制(zhi)。依(yi)(yi)(yi)法(fa)(fa)(fa)治國首先要堅(jian)持(chi)(chi)依(yi)(yi)(yi)憲(xian)(xian)治國,依(yi)(yi)(yi)法(fa)(fa)(fa)執政首先要堅(jian)持(chi)(chi)依(yi)(yi)(yi)憲(xian)(xian)執政。加強(qiang)憲(xian)(xian)法(fa)(fa)(fa)實(shi)施和(he)監(jian)督,落實(shi)憲(xian)(xian)法(fa)(fa)(fa)解釋程序機制(zhi),推進(jin)合憲(xian)(xian)性審(shen)查工作,加強(qiang)備案審(shen)查制(zhi)度和(he)能力建設(she),依(yi)(yi)(yi)法(fa)(fa)(fa)撤銷和(he)糾正(zheng)違(wei)(wei)憲(xian)(xian)違(wei)(wei)法(fa)(fa)(fa)的(de)規范(fan)性文件。堅(jian)持(chi)(chi)憲(xian)(xian)法(fa)(fa)(fa)法(fa)(fa)(fa)律(lv)至(zhi)上(shang),健(jian)全法(fa)(fa)(fa)律(lv)面前人人平等保障機制(zhi),維護國家法(fa)(fa)(fa)制(zhi)統一(yi)、尊嚴、權威,一(yi)切違(wei)(wei)反憲(xian)(xian)法(fa)(fa)(fa)法(fa)(fa)(fa)律(lv)的(de)行為(wei)都必須(xu)予以追究。

  (二(er))完(wan)善(shan)立(li)(li)法(fa)(fa)體(ti)(ti)制(zhi)機制(zhi)。堅持科(ke)學立(li)(li)法(fa)(fa)、民(min)主(zhu)立(li)(li)法(fa)(fa)、依(yi)法(fa)(fa)立(li)(li)法(fa)(fa),完(wan)善(shan)黨委領導、人(ren)大主(zhu)導、政府依(yi)托、各方參與的立(li)(li)法(fa)(fa)工作格局,立(li)(li)改(gai)廢釋并舉(ju),不斷提高立(li)(li)法(fa)(fa)質量和效率。完(wan)善(shan)以憲法(fa)(fa)為核心的中國(guo)特色(se)社會主(zhu)義(yi)法(fa)(fa)律體(ti)(ti)系,加(jia)強重要領域立(li)(li)法(fa)(fa),加(jia)快我國(guo)法(fa)(fa)域外適(shi)用的法(fa)(fa)律體(ti)(ti)系建(jian)設(she),以良法(fa)(fa)保障善(shan)治。

  (三(san))健全(quan)(quan)社(she)會公(gong)平(ping)正義(yi)法(fa)治(zhi)(zhi)保障(zhang)制(zhi)(zhi)度(du)。堅(jian)持法(fa)治(zhi)(zhi)建設為了人(ren)民、依靠人(ren)民,加強人(ren)權(quan)(quan)法(fa)治(zhi)(zhi)保障(zhang),保證人(ren)民依法(fa)享(xiang)有廣泛的權(quan)(quan)利和自由、承(cheng)擔應盡(jin)的義(yi)務(wu),引導(dao)全(quan)(quan)體人(ren)民做社(she)會主義(yi)法(fa)治(zhi)(zhi)的忠實崇尚者(zhe)(zhe)(zhe)、自覺遵(zun)守者(zhe)(zhe)(zhe)、堅(jian)定(ding)捍衛(wei)者(zhe)(zhe)(zhe)。堅(jian)持有法(fa)必依、執(zhi)法(fa)必嚴、違法(fa)必究,嚴格規(gui)范公(gong)正文明執(zhi)法(fa),規(gui)范執(zhi)法(fa)自由裁量權(quan)(quan),加大關系群眾切身利益的重點領域執(zhi)法(fa)力度(du)。深化司法(fa)體制(zhi)(zhi)綜合配套改革,完(wan)(wan)善審判制(zhi)(zhi)度(du)、檢察制(zhi)(zhi)度(du),全(quan)(quan)面落實司法(fa)責任(ren)制(zhi)(zhi),完(wan)(wan)善律師(shi)制(zhi)(zhi)度(du),加強對司法(fa)活動的監督,確保司法(fa)公(gong)正高(gao)效權(quan)(quan)威,努力讓(rang)人(ren)民群眾在(zai)每一個司法(fa)案件(jian)中感受到(dao)公(gong)平(ping)正義(yi)。

  (四)加強對法(fa)(fa)(fa)(fa)(fa)(fa)律實(shi)施的監督(du)。保證行(xing)政權、監察(cha)權、審判權、檢察(cha)權得到(dao)依(yi)法(fa)(fa)(fa)(fa)(fa)(fa)正(zheng)確行(xing)使,保證公民(min)、法(fa)(fa)(fa)(fa)(fa)(fa)人和(he)其他(ta)組織合法(fa)(fa)(fa)(fa)(fa)(fa)權益得到(dao)切實(shi)保障,堅決排除對執法(fa)(fa)(fa)(fa)(fa)(fa)司法(fa)(fa)(fa)(fa)(fa)(fa)活動的干預。拓展(zhan)公益訴訟案件范圍。加大對嚴重(zhong)違法(fa)(fa)(fa)(fa)(fa)(fa)行(xing)為處罰力度(du),實(shi)行(xing)懲(cheng)罰性賠償制(zhi)度(du),嚴格刑事責任(ren)追究(jiu)。加大全民(min)普(pu)法(fa)(fa)(fa)(fa)(fa)(fa)工作力度(du),增強全民(min)法(fa)(fa)(fa)(fa)(fa)(fa)治(zhi)觀念,完善(shan)公共法(fa)(fa)(fa)(fa)(fa)(fa)律服務體系(xi),夯實(shi)依(yi)法(fa)(fa)(fa)(fa)(fa)(fa)治(zhi)國群眾基礎(chu)。各(ge)級黨和(he)國家機關以及領導干部要(yao)帶頭(tou)尊法(fa)(fa)(fa)(fa)(fa)(fa)學(xue)法(fa)(fa)(fa)(fa)(fa)(fa)守法(fa)(fa)(fa)(fa)(fa)(fa)用(yong)法(fa)(fa)(fa)(fa)(fa)(fa),提高(gao)運用(yong)法(fa)(fa)(fa)(fa)(fa)(fa)治(zhi)思維和(he)法(fa)(fa)(fa)(fa)(fa)(fa)治(zhi)方式深(shen)化改革、推動發展(zhan)、化解(jie)矛(mao)盾(dun)、維護穩(wen)定、應對風(feng)險(xian)的能(neng)力。

  五、堅持和完善中國特(te)色社會(hui)主(zhu)義行政(zheng)體制,構(gou)建(jian)職(zhi)責明確、依法行政(zheng)的政(zheng)府(fu)治理體系

  國家行(xing)(xing)政(zheng)(zheng)管理(li)承擔(dan)著(zhu)按照(zhao)黨和(he)國家決策部(bu)署(shu)推動(dong)經濟(ji)社會發展、管理(li)社會事務、服(fu)務人(ren)(ren)(ren)民(min)群眾的(de)重大(da)職責。必(bi)須堅(jian)持一切(qie)行(xing)(xing)政(zheng)(zheng)機關為(wei)人(ren)(ren)(ren)民(min)服(fu)務、對(dui)人(ren)(ren)(ren)民(min)負(fu)責、受人(ren)(ren)(ren)民(min)監督,創新(xin)行(xing)(xing)政(zheng)(zheng)方式,提高行(xing)(xing)政(zheng)(zheng)效能,建設人(ren)(ren)(ren)民(min)滿意的(de)服(fu)務型政(zheng)(zheng)府(fu)。

  (一)完善國(guo)(guo)家行(xing)(xing)政(zheng)(zheng)(zheng)體(ti)制(zhi)。以推(tui)進國(guo)(guo)家機構職能優(you)化協(xie)同高效為著力點,優(you)化行(xing)(xing)政(zheng)(zheng)(zheng)決策、行(xing)(xing)政(zheng)(zheng)(zheng)執(zhi)行(xing)(xing)、行(xing)(xing)政(zheng)(zheng)(zheng)組織、行(xing)(xing)政(zheng)(zheng)(zheng)監督體(ti)制(zhi)。健(jian)(jian)全部門(men)協(xie)調配(pei)合機制(zhi),防(fang)止(zhi)政(zheng)(zheng)(zheng)出多門(men)、政(zheng)(zheng)(zheng)策效應相互抵消。深化行(xing)(xing)政(zheng)(zheng)(zheng)執(zhi)法(fa)(fa)體(ti)制(zhi)改革(ge),最大限度減少不必要的(de)行(xing)(xing)政(zheng)(zheng)(zheng)執(zhi)法(fa)(fa)事項。進一步(bu)整合行(xing)(xing)政(zheng)(zheng)(zheng)執(zhi)法(fa)(fa)隊伍,繼續探索實行(xing)(xing)跨領域(yu)跨部門(men)綜合執(zhi)法(fa)(fa),推(tui)動(dong)執(zhi)法(fa)(fa)重心下移(yi),提高行(xing)(xing)政(zheng)(zheng)(zheng)執(zhi)法(fa)(fa)能力水平。落實行(xing)(xing)政(zheng)(zheng)(zheng)執(zhi)法(fa)(fa)責任(ren)(ren)制(zhi)和責任(ren)(ren)追究制(zhi)度。創(chuang)新行(xing)(xing)政(zheng)(zheng)(zheng)管理和服務(wu)方(fang)式,加(jia)快推(tui)進全國(guo)(guo)一體(ti)化政(zheng)(zheng)(zheng)務(wu)服務(wu)平臺建設,健(jian)(jian)全強有力的(de)行(xing)(xing)政(zheng)(zheng)(zheng)執(zhi)行(xing)(xing)系統,提高政(zheng)(zheng)(zheng)府執(zhi)行(xing)(xing)力和公信力。

  (二)優(you)(you)化政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)職責體(ti)系(xi)。完(wan)(wan)(wan)善(shan)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)經(jing)濟調節、市場監管(guan)(guan)、社會管(guan)(guan)理(li)、公(gong)共(gong)服務(wu)、生(sheng)態環境(jing)保護(hu)等(deng)職能(neng),實行政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)權責清單制(zhi)度,厘清政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)和市場、政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)和社會關系(xi)。深入推進(jin)簡政(zheng)(zheng)(zheng)(zheng)放(fang)(fang)權、放(fang)(fang)管(guan)(guan)結合、優(you)(you)化服務(wu),深化行政(zheng)(zheng)(zheng)(zheng)審批制(zhi)度改革,改善(shan)營商環境(jing),激發(fa)各類市場主(zhu)體(ti)活力。健(jian)(jian)全以國家發(fa)展(zhan)規(gui)劃為(wei)戰(zhan)略(lve)導向,以財(cai)政(zheng)(zheng)(zheng)(zheng)政(zheng)(zheng)(zheng)(zheng)策(ce)和貨(huo)幣(bi)政(zheng)(zheng)(zheng)(zheng)策(ce)為(wei)主(zhu)要手(shou)段,就業(ye)、產業(ye)、投(tou)資(zi)、消費(fei)、區域(yu)等(deng)政(zheng)(zheng)(zheng)(zheng)策(ce)協同發(fa)力的宏觀(guan)調控制(zhi)度體(ti)系(xi)。完(wan)(wan)(wan)善(shan)國家重大發(fa)展(zhan)戰(zhan)略(lve)和中(zhong)長期經(jing)濟社會發(fa)展(zhan)規(gui)劃制(zhi)度。完(wan)(wan)(wan)善(shan)標準科學、規(gui)范(fan)透明、約束有力的預算(suan)制(zhi)度。建(jian)設(she)(she)現代中(zhong)央銀(yin)行制(zhi)度,完(wan)(wan)(wan)善(shan)基(ji)礎貨(huo)幣(bi)投(tou)放(fang)(fang)機制(zhi),健(jian)(jian)全基(ji)準利率和市場化利率體(ti)系(xi)。嚴格市場監管(guan)(guan)、質量監管(guan)(guan)、安全監管(guan)(guan),加強違法懲戒。完(wan)(wan)(wan)善(shan)公(gong)共(gong)服務(wu)體(ti)系(xi),推進(jin)基(ji)本公(gong)共(gong)服務(wu)均等(deng)化、可及性(xing)。建(jian)立健(jian)(jian)全運(yun)用互聯網、大數據(ju)、人(ren)工智能(neng)等(deng)技(ji)術手(shou)段進(jin)行行政(zheng)(zheng)(zheng)(zheng)管(guan)(guan)理(li)的制(zhi)度規(gui)則。推進(jin)數字政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)建(jian)設(she)(she),加強數據(ju)有序共(gong)享,依法保護(hu)個人(ren)信息。

  (三)優化(hua)政(zheng)(zheng)(zheng)(zheng)府(fu)組織結構(gou)。推進機構(gou)、職能(neng)、權限、程序、責任法(fa)定化(hua),使政(zheng)(zheng)(zheng)(zheng)府(fu)機構(gou)設(she)(she)置(zhi)更(geng)(geng)加(jia)(jia)科學、職能(neng)更(geng)(geng)加(jia)(jia)優化(hua)、權責更(geng)(geng)加(jia)(jia)協同。嚴(yan)格機構(gou)編制管理(li),統籌利用行(xing)政(zheng)(zheng)(zheng)(zheng)管理(li)資(zi)(zi)源,節約行(xing)政(zheng)(zheng)(zheng)(zheng)成本。優化(hua)行(xing)政(zheng)(zheng)(zheng)(zheng)區劃設(she)(she)置(zhi),提高中心(xin)城市和城市群綜合承載和資(zi)(zi)源優化(hua)配置(zhi)能(neng)力,實(shi)行(xing)扁平化(hua)管理(li),形(xing)成高效率組織體系。

  (四(si))健(jian)全充分(fen)發揮中(zhong)央(yang)和(he)(he)地(di)(di)方(fang)(fang)兩個積極性體(ti)(ti)制(zhi)(zhi)機制(zhi)(zhi)。理(li)順中(zhong)央(yang)和(he)(he)地(di)(di)方(fang)(fang)權(quan)(quan)責(ze)(ze)關(guan)系,加強(qiang)中(zhong)央(yang)宏觀事(shi)務管理(li),維(wei)護(hu)(hu)國家法制(zhi)(zhi)統(tong)一(yi)、政令統(tong)一(yi)、市(shi)場統(tong)一(yi)。適(shi)當(dang)加強(qiang)中(zhong)央(yang)在知識產(chan)權(quan)(quan)保護(hu)(hu)、養老保險、跨區域(yu)生態環境保護(hu)(hu)等方(fang)(fang)面事(shi)權(quan)(quan),減少并規范(fan)中(zhong)央(yang)和(he)(he)地(di)(di)方(fang)(fang)共同事(shi)權(quan)(quan)。賦(fu)予地(di)(di)方(fang)(fang)更(geng)多自主權(quan)(quan),支持地(di)(di)方(fang)(fang)創造性開展工(gong)作。按照權(quan)(quan)責(ze)(ze)一(yi)致原則,規范(fan)垂直管理(li)體(ti)(ti)制(zhi)(zhi)和(he)(he)地(di)(di)方(fang)(fang)分(fen)級管理(li)體(ti)(ti)制(zhi)(zhi)。優化政府(fu)間事(shi)權(quan)(quan)和(he)(he)財權(quan)(quan)劃分(fen),建立權(quan)(quan)責(ze)(ze)清晰(xi)、財力協調(diao)、區域(yu)均(jun)衡的(de)中(zhong)央(yang)和(he)(he)地(di)(di)方(fang)(fang)財政關(guan)系,形成穩(wen)定的(de)各級政府(fu)事(shi)權(quan)(quan)、支出責(ze)(ze)任和(he)(he)財力相適(shi)應的(de)制(zhi)(zhi)度。構建從中(zhong)央(yang)到(dao)地(di)(di)方(fang)(fang)權(quan)(quan)責(ze)(ze)清晰(xi)、運行順暢、充滿活(huo)力的(de)工(gong)作體(ti)(ti)系。

  六、堅(jian)持和完(wan)善社(she)會主義基本經(jing)濟(ji)制度,推動(dong)經(jing)濟(ji)高質量發展

  公有(you)制(zhi)為主(zhu)(zhu)(zhu)體(ti)、多種所有(you)制(zhi)經濟(ji)共同發(fa)展(zhan)(zhan),按(an)勞(lao)分配(pei)為主(zhu)(zhu)(zhu)體(ti)、多種分配(pei)方式并存,社(she)(she)會(hui)主(zhu)(zhu)(zhu)義(yi)市場(chang)經濟(ji)體(ti)制(zhi)等社(she)(she)會(hui)主(zhu)(zhu)(zhu)義(yi)基本經濟(ji)制(zhi)度,既體(ti)現(xian)(xian)了(le)社(she)(she)會(hui)主(zhu)(zhu)(zhu)義(yi)制(zhi)度優(you)越(yue)性,又同我國社(she)(she)會(hui)主(zhu)(zhu)(zhu)義(yi)初級(ji)階(jie)段社(she)(she)會(hui)生產力發(fa)展(zhan)(zhan)水平相適應,是黨和人民的(de)偉大(da)創造。必須堅持社(she)(she)會(hui)主(zhu)(zhu)(zhu)義(yi)基本經濟(ji)制(zhi)度,充分發(fa)揮市場(chang)在資源(yuan)配(pei)置中的(de)決(jue)定(ding)性作(zuo)用(yong),更好發(fa)揮政府作(zuo)用(yong),全(quan)面(mian)貫徹(che)新發(fa)展(zhan)(zhan)理念,堅持以(yi)供(gong)給側(ce)結構性改革為主(zhu)(zhu)(zhu)線,加(jia)快(kuai)建設現(xian)(xian)代化經濟(ji)體(ti)系。

  九、堅持和完善共(gong)建共(gong)治共(gong)享的社會(hui)治理制度,保持社會(hui)穩定(ding)、維護(hu)國家安(an)全

  社會(hui)治(zhi)(zhi)理(li)是(shi)國家治(zhi)(zhi)理(li)的重要方面。必須(xu)加強和(he)創新(xin)社會(hui)治(zhi)(zhi)理(li),完(wan)善黨委領導、政府負責(ze)、民(min)(min)主協商、社會(hui)協同、公眾參與、法治(zhi)(zhi)保(bao)障、科(ke)技支撐的社會(hui)治(zhi)(zhi)理(li)體系,建(jian)設(she)人(ren)(ren)(ren)人(ren)(ren)(ren)有責(ze)、人(ren)(ren)(ren)人(ren)(ren)(ren)盡(jin)責(ze)、人(ren)(ren)(ren)人(ren)(ren)(ren)享有的社會(hui)治(zhi)(zhi)理(li)共同體,確保(bao)人(ren)(ren)(ren)民(min)(min)安居樂業、社會(hui)安定有序(xu),建(jian)設(she)更高水(shui)平的平安中(zhong)國。

  (一)完(wan)善(shan)正確處理新形勢下人民內部矛盾有效機制。堅持和發展新時代(dai)“楓橋經驗”,暢通和規范群眾訴(su)求表達、利益(yi)協調(diao)、權(quan)益(yi)保(bao)障(zhang)通道,完(wan)善(shan)信訪制度,完(wan)善(shan)人民調(diao)解、行政調(diao)解、司法調(diao)解聯(lian)動工作體系,健全社(she)會(hui)心(xin)理服務體系和危機干預(yu)(yu)機制,完(wan)善(shan)社(she)會(hui)矛盾糾紛多元預(yu)(yu)防調(diao)處化解綜合(he)機制,努(nu)力(li)將矛盾化解在基層(ceng)。

  (二)完(wan)善社(she)會(hui)治(zhi)(zhi)安(an)防(fang)(fang)控體系。堅持(chi)專(zhuan)群(qun)結合、群(qun)防(fang)(fang)群(qun)治(zhi)(zhi),提高社(she)會(hui)治(zhi)(zhi)安(an)立體化、法治(zhi)(zhi)化、專(zhuan)業(ye)化、智能化水平,形成問題聯治(zhi)(zhi)、工作聯動、平安(an)聯創(chuang)的工作機制,提高預測預警預防(fang)(fang)各(ge)類風險能力,增(zeng)強社(she)會(hui)治(zhi)(zhi)安(an)防(fang)(fang)控的整體性、協同性、精準性。

  (三)健全(quan)公共(gong)安(an)全(quan)體制(zhi)(zhi)(zhi)機(ji)制(zhi)(zhi)(zhi)。完(wan)善和(he)(he)落實安(an)全(quan)生產責任和(he)(he)管理(li)制(zhi)(zhi)(zhi)度(du),建立(li)公共(gong)安(an)全(quan)隱患排查(cha)和(he)(he)安(an)全(quan)預防控制(zhi)(zhi)(zhi)體系(xi)。構建統(tong)一指揮、專(zhuan)常兼備、反(fan)應(ying)靈敏(min)、上(shang)下聯動的應(ying)急(ji)管理(li)體制(zhi)(zhi)(zhi),優(you)化(hua)國家(jia)應(ying)急(ji)管理(li)能力(li)體系(xi)建設,提(ti)高(gao)防災減災救(jiu)災能力(li)。加強和(he)(he)改(gai)進食品藥品安(an)全(quan)監管制(zhi)(zhi)(zhi)度(du),保障人民身(shen)體健康和(he)(he)生命安(an)全(quan)。

  (四)構(gou)建基(ji)層(ceng)(ceng)社(she)會(hui)(hui)(hui)(hui)治(zhi)(zhi)(zhi)(zhi)(zhi)理(li)(li)新格(ge)局。完善群眾參與基(ji)層(ceng)(ceng)社(she)會(hui)(hui)(hui)(hui)治(zhi)(zhi)(zhi)(zhi)(zhi)理(li)(li)的制度化(hua)(hua)(hua)渠道。健(jian)全黨組(zu)織領導的自(zi)治(zhi)(zhi)(zhi)(zhi)(zhi)、法治(zhi)(zhi)(zhi)(zhi)(zhi)、德治(zhi)(zhi)(zhi)(zhi)(zhi)相結合的城鄉基(ji)層(ceng)(ceng)治(zhi)(zhi)(zhi)(zhi)(zhi)理(li)(li)體系,健(jian)全社(she)區管(guan)理(li)(li)和服務機(ji)制,推行網格(ge)化(hua)(hua)(hua)管(guan)理(li)(li)和服務,發揮(hui)(hui)群團組(zu)織、社(she)會(hui)(hui)(hui)(hui)組(zu)織作用,發揮(hui)(hui)行業協會(hui)(hui)(hui)(hui)商會(hui)(hui)(hui)(hui)自(zi)律(lv)功能,實(shi)現政府治(zhi)(zhi)(zhi)(zhi)(zhi)理(li)(li)和社(she)會(hui)(hui)(hui)(hui)調節(jie)、居民(min)自(zi)治(zhi)(zhi)(zhi)(zhi)(zhi)良(liang)性互動,夯(hang)實(shi)基(ji)層(ceng)(ceng)社(she)會(hui)(hui)(hui)(hui)治(zhi)(zhi)(zhi)(zhi)(zhi)理(li)(li)基(ji)礎。加(jia)快推進市域(yu)社(she)會(hui)(hui)(hui)(hui)治(zhi)(zhi)(zhi)(zhi)(zhi)理(li)(li)現代化(hua)(hua)(hua)。推動社(she)會(hui)(hui)(hui)(hui)治(zhi)(zhi)(zhi)(zhi)(zhi)理(li)(li)和服務重心(xin)向(xiang)基(ji)層(ceng)(ceng)下移(yi),把更多(duo)資源(yuan)下沉到基(ji)層(ceng)(ceng),更好提供精(jing)準化(hua)(hua)(hua)、精(jing)細(xi)化(hua)(hua)(hua)服務。注(zhu)重發揮(hui)(hui)家(jia)庭家(jia)教家(jia)風在基(ji)層(ceng)(ceng)社(she)會(hui)(hui)(hui)(hui)治(zhi)(zhi)(zhi)(zhi)(zhi)理(li)(li)中的重要作用。加(jia)強邊(bian)疆治(zhi)(zhi)(zhi)(zhi)(zhi)理(li)(li),推進興邊(bian)富(fu)民(min)。

  (五)完(wan)善(shan)國(guo)(guo)家(jia)安(an)(an)全(quan)(quan)(quan)(quan)體(ti)(ti)系。堅持總(zong)體(ti)(ti)國(guo)(guo)家(jia)安(an)(an)全(quan)(quan)(quan)(quan)觀,統(tong)籌發展(zhan)和安(an)(an)全(quan)(quan)(quan)(quan),堅持人民安(an)(an)全(quan)(quan)(quan)(quan)、政治(zhi)(zhi)安(an)(an)全(quan)(quan)(quan)(quan)、國(guo)(guo)家(jia)利益至上有機(ji)統(tong)一(yi)。以(yi)人民安(an)(an)全(quan)(quan)(quan)(quan)為(wei)宗(zong)旨,以(yi)政治(zhi)(zhi)安(an)(an)全(quan)(quan)(quan)(quan)為(wei)根本,以(yi)經(jing)濟安(an)(an)全(quan)(quan)(quan)(quan)為(wei)基礎(chu),以(yi)軍事、科技、文化(hua)、社(she)會(hui)安(an)(an)全(quan)(quan)(quan)(quan)為(wei)保障,健全(quan)(quan)(quan)(quan)國(guo)(guo)家(jia)安(an)(an)全(quan)(quan)(quan)(quan)體(ti)(ti)系,增(zeng)強(qiang)國(guo)(guo)家(jia)安(an)(an)全(quan)(quan)(quan)(quan)能力。完(wan)善(shan)集中(zhong)統(tong)一(yi)、高效權威的國(guo)(guo)家(jia)安(an)(an)全(quan)(quan)(quan)(quan)領導(dao)體(ti)(ti)制(zhi),健全(quan)(quan)(quan)(quan)國(guo)(guo)家(jia)安(an)(an)全(quan)(quan)(quan)(quan)法律制(zhi)度體(ti)(ti)系。加強(qiang)國(guo)(guo)家(jia)安(an)(an)全(quan)(quan)(quan)(quan)人民防線建設,增(zeng)強(qiang)全(quan)(quan)(quan)(quan)民國(guo)(guo)家(jia)安(an)(an)全(quan)(quan)(quan)(quan)意識,建立健全(quan)(quan)(quan)(quan)國(guo)(guo)家(jia)安(an)(an)全(quan)(quan)(quan)(quan)風險研判(pan)、防控協同(tong)、防范化(hua)解機(ji)制(zhi)。提高防范抵御(yu)國(guo)(guo)家(jia)安(an)(an)全(quan)(quan)(quan)(quan)風險能力,高度警惕、堅決防范和嚴厲打擊敵對勢力滲(shen)透、破壞、顛覆、分裂活動。

  十、堅持和(he)(he)完(wan)善生(sheng)態文明(ming)制度(du)體系,促進人與自(zi)然和(he)(he)諧(xie)共生(sheng)

  生(sheng)態文(wen)明(ming)(ming)建設是關系中華民(min)族(zu)永續發展的(de)(de)千年大(da)計。必須踐行綠水青山(shan)就是金山(shan)銀山(shan)的(de)(de)理念,堅(jian)持節約(yue)資源和保(bao)護(hu)環境的(de)(de)基本(ben)國策,堅(jian)持節約(yue)優(you)先、保(bao)護(hu)優(you)先、自然恢復為(wei)主(zhu)的(de)(de)方針,堅(jian)定(ding)走(zou)生(sheng)產發展、生(sheng)活富裕(yu)、生(sheng)態良好的(de)(de)文(wen)明(ming)(ming)發展道路(lu),建設美麗中國。

  (三)健全(quan)生(sheng)(sheng)(sheng)態(tai)保(bao)護(hu)和(he)(he)修(xiu)(xiu)復(fu)制(zhi)度。統籌山(shan)水(shui)林田湖草(cao)一體(ti)化(hua)保(bao)護(hu)和(he)(he)修(xiu)(xiu)復(fu),加強森(sen)林、草(cao)原(yuan)、河(he)(he)流(liu)、湖泊、濕地、海洋等(deng)自然生(sheng)(sheng)(sheng)態(tai)保(bao)護(hu)。加強對(dui)重(zhong)要生(sheng)(sheng)(sheng)態(tai)系(xi)統的保(bao)護(hu)和(he)(he)永續利用,構建以國家公(gong)園為主體(ti)的自然保(bao)護(hu)地體(ti)系(xi),健全(quan)國家公(gong)園保(bao)護(hu)制(zhi)度。加強長江(jiang)、黃河(he)(he)等(deng)大(da)江(jiang)大(da)河(he)(he)生(sheng)(sheng)(sheng)態(tai)保(bao)護(hu)和(he)(he)系(xi)統治理。開展大(da)規(gui)模國土綠(lv)化(hua)行動,加快(kuai)水(shui)土流(liu)失和(he)(he)荒漠(mo)化(hua)、石漠(mo)化(hua)綜合治理,保(bao)護(hu)生(sheng)(sheng)(sheng)物多(duo)樣性,筑(zhu)牢(lao)生(sheng)(sheng)(sheng)態(tai)安全(quan)屏障。除國家重(zhong)大(da)項目外,全(quan)面(mian)禁止圍填(tian)海。

  (四)嚴明生(sheng)態(tai)(tai)(tai)環境保(bao)護責任(ren)制(zhi)度(du)。建立生(sheng)態(tai)(tai)(tai)文明建設目標評價(jia)考核(he)制(zhi)度(du),強化環境保(bao)護、自(zi)然資源(yuan)管(guan)(guan)控、節能減排等約束性(xing)指標管(guan)(guan)理,嚴格落實企業主體(ti)責任(ren)和政府監管(guan)(guan)責任(ren)。開展(zhan)領導(dao)干部自(zi)然資源(yuan)資產離(li)任(ren)審計。推進生(sheng)態(tai)(tai)(tai)環境保(bao)護綜合行(xing)政執法,落實中央(yang)生(sheng)態(tai)(tai)(tai)環境保(bao)護督察(cha)制(zhi)度(du)。健全生(sheng)態(tai)(tai)(tai)環境監測和評價(jia)制(zhi)度(du),完(wan)善生(sheng)態(tai)(tai)(tai)環境公益訴訟制(zhi)度(du),落實生(sheng)態(tai)(tai)(tai)補償(chang)和生(sheng)態(tai)(tai)(tai)環境損(sun)(sun)害(hai)賠償(chang)制(zhi)度(du),實行(xing)生(sheng)態(tai)(tai)(tai)環境損(sun)(sun)害(hai)責任(ren)終身(shen)追究(jiu)制(zhi)。

  十(shi)一、堅持(chi)和完(wan)善黨對人民軍(jun)隊(dui)的絕(jue)對領導制(zhi)度(du),確保(bao)人民軍(jun)隊(dui)忠實履行新時代使命任務

  人民軍(jun)隊(dui)是中(zhong)國(guo)(guo)(guo)特色社(she)(she)會主義(yi)的堅強柱石,黨(dang)對人民軍(jun)隊(dui)的絕對領導是人民軍(jun)隊(dui)的建軍(jun)之本、強軍(jun)之魂。必須牢固確立習近(jin)平強軍(jun)思想在國(guo)(guo)(guo)防(fang)和(he)軍(jun)隊(dui)建設中(zhong)的指導地位,鞏固和(he)拓展深(shen)化(hua)(hua)國(guo)(guo)(guo)防(fang)和(he)軍(jun)隊(dui)改革成(cheng)果,構建中(zhong)國(guo)(guo)(guo)特色社(she)(she)會主義(yi)軍(jun)事政策(ce)制度體系,全(quan)面推(tui)進國(guo)(guo)(guo)防(fang)和(he)軍(jun)隊(dui)現代化(hua)(hua),確保實現黨(dang)在新時(shi)代的強軍(jun)目標,把人民軍(jun)隊(dui)全(quan)面建成(cheng)世界一流軍(jun)隊(dui),永葆人民軍(jun)隊(dui)的性(xing)質、宗旨、本色。

  (一)堅(jian)持人民(min)軍隊最高領(ling)導權和(he)指揮權屬于黨中(zhong)(zhong)央。中(zhong)(zhong)央軍委(wei)實(shi)行主(zhu)席負責(ze)(ze)(ze)制(zhi)(zhi)是堅(jian)持黨對人民(min)軍隊絕對領(ling)導的根本(ben)實(shi)現形式(shi)。堅(jian)持全國武(wu)裝力(li)量由軍委(wei)主(zhu)席統一領(ling)導和(he)指揮,完善貫(guan)徹軍委(wei)主(zhu)席負責(ze)(ze)(ze)制(zhi)(zhi)的體(ti)制(zhi)(zhi)機制(zhi)(zhi),嚴格落(luo)實(shi)軍委(wei)主(zhu)席負責(ze)(ze)(ze)制(zhi)(zhi)各項制(zhi)(zhi)度規定。嚴明政治(zhi)紀律和(he)政治(zhi)規矩(ju),堅(jian)決維護黨中(zhong)(zhong)央、中(zhong)(zhong)央軍委(wei)權威(wei),確保政令(ling)軍令(ling)暢通。

  十二、堅持和完善“一國兩制”制度(du)體(ti)系,推進祖國和平統一

  “一(yi)(yi)(yi)國(guo)(guo)兩制(zhi)(zhi)”是黨領導(dao)人民實(shi)現祖國(guo)(guo)和平統(tong)一(yi)(yi)(yi)的一(yi)(yi)(yi)項重要制(zhi)(zhi)度,是中國(guo)(guo)特(te)色(se)社(she)會主(zhu)義的一(yi)(yi)(yi)個偉大創舉。必須堅持“一(yi)(yi)(yi)國(guo)(guo)”是實(shi)行(xing)“兩制(zhi)(zhi)”的前提(ti)和基礎,“兩制(zhi)(zhi)”從(cong)屬和派生于(yu)(yu)“一(yi)(yi)(yi)國(guo)(guo)”并統(tong)一(yi)(yi)(yi)于(yu)(yu)“一(yi)(yi)(yi)國(guo)(guo)”之內。嚴格依照憲法(fa)和基本法(fa)對香港特(te)別行(xing)政(zheng)區(qu)、澳(ao)門(men)特(te)別行(xing)政(zheng)區(qu)實(shi)行(xing)管治,堅定維(wei)護國(guo)(guo)家主(zhu)權、安全、發展利益(yi),維(wei)護香港、澳(ao)門(men)長期繁榮穩(wen)定,絕不(bu)容忍任(ren)何挑戰“一(yi)(yi)(yi)國(guo)(guo)兩制(zhi)(zhi)”底線(xian)的行(xing)為,絕不(bu)容忍任(ren)何分裂國(guo)(guo)家的行(xing)為。

  (二(er))健全(quan)中央依照憲法(fa)(fa)(fa)和(he)(he)(he)(he)基(ji)本(ben)法(fa)(fa)(fa)對(dui)特別(bie)(bie)(bie)行(xing)(xing)(xing)政(zheng)(zheng)(zheng)(zheng)區(qu)(qu)(qu)行(xing)(xing)(xing)使全(quan)面(mian)管治權的(de)制(zhi)(zhi)(zhi)度。完(wan)善中央對(dui)特別(bie)(bie)(bie)行(xing)(xing)(xing)政(zheng)(zheng)(zheng)(zheng)區(qu)(qu)(qu)行(xing)(xing)(xing)政(zheng)(zheng)(zheng)(zheng)長官和(he)(he)(he)(he)主(zhu)要官員(yuan)的(de)任免(mian)制(zhi)(zhi)(zhi)度和(he)(he)(he)(he)機制(zhi)(zhi)(zhi)、全(quan)國(guo)人大常委會對(dui)基(ji)本(ben)法(fa)(fa)(fa)的(de)解(jie)(jie)釋制(zhi)(zhi)(zhi)度,依法(fa)(fa)(fa)行(xing)(xing)(xing)使憲法(fa)(fa)(fa)和(he)(he)(he)(he)基(ji)本(ben)法(fa)(fa)(fa)賦(fu)予中央的(de)各項權力。建立健全(quan)特別(bie)(bie)(bie)行(xing)(xing)(xing)政(zheng)(zheng)(zheng)(zheng)區(qu)(qu)(qu)維護國(guo)家(jia)安(an)全(quan)的(de)法(fa)(fa)(fa)律制(zhi)(zhi)(zhi)度和(he)(he)(he)(he)執行(xing)(xing)(xing)機制(zhi)(zhi)(zhi),支(zhi)持(chi)特別(bie)(bie)(bie)行(xing)(xing)(xing)政(zheng)(zheng)(zheng)(zheng)區(qu)(qu)(qu)強化執法(fa)(fa)(fa)力量。健全(quan)特別(bie)(bie)(bie)行(xing)(xing)(xing)政(zheng)(zheng)(zheng)(zheng)區(qu)(qu)(qu)行(xing)(xing)(xing)政(zheng)(zheng)(zheng)(zheng)長官對(dui)中央政(zheng)(zheng)(zheng)(zheng)府(fu)負責的(de)制(zhi)(zhi)(zhi)度,支(zhi)持(chi)行(xing)(xing)(xing)政(zheng)(zheng)(zheng)(zheng)長官和(he)(he)(he)(he)特別(bie)(bie)(bie)行(xing)(xing)(xing)政(zheng)(zheng)(zheng)(zheng)區(qu)(qu)(qu)政(zheng)(zheng)(zheng)(zheng)府(fu)依法(fa)(fa)(fa)施政(zheng)(zheng)(zheng)(zheng)。完(wan)善香(xiang)港(gang)(gang)、澳(ao)(ao)門融入國(guo)家(jia)發展(zhan)(zhan)大局、同內地優勢(shi)互(hu)補、協(xie)同發展(zhan)(zhan)機制(zhi)(zhi)(zhi),推進(jin)粵(yue)港(gang)(gang)澳(ao)(ao)大灣區(qu)(qu)(qu)建設,支(zhi)持(chi)香(xiang)港(gang)(gang)、澳(ao)(ao)門發展(zhan)(zhan)經濟、改善民生,著(zhu)力解(jie)(jie)決(jue)影響社會穩定和(he)(he)(he)(he)長遠(yuan)發展(zhan)(zhan)的(de)深層(ceng)次矛(mao)盾和(he)(he)(he)(he)問題(ti)。加強對(dui)香(xiang)港(gang)(gang)、澳(ao)(ao)門社會特別(bie)(bie)(bie)是(shi)公職人員(yuan)和(he)(he)(he)(he)青少年的(de)憲法(fa)(fa)(fa)和(he)(he)(he)(he)基(ji)本(ben)法(fa)(fa)(fa)教育(yu)、國(guo)情教育(yu)、中國(guo)歷(li)史和(he)(he)(he)(he)中華(hua)文(wen)化教育(yu),增強香(xiang)港(gang)(gang)、澳(ao)(ao)門同胞國(guo)家(jia)意識和(he)(he)(he)(he)愛(ai)國(guo)精(jing)神。堅決(jue)防范和(he)(he)(he)(he)遏(e)制(zhi)(zhi)(zhi)外部勢(shi)力干預港(gang)(gang)澳(ao)(ao)事務和(he)(he)(he)(he)進(jin)行(xing)(xing)(xing)分裂、顛覆、滲透、破壞活動,確保香(xiang)港(gang)(gang)、澳(ao)(ao)門長治久安(an)。

  (三)堅定(ding)推進(jin)祖(zu)國和平(ping)統(tong)一(yi)(yi)進(jin)程(cheng)。解決(jue)臺灣問題、實現(xian)祖(zu)國完全統(tong)一(yi)(yi),是(shi)全體中華(hua)兒女共同(tong)(tong)愿望,是(shi)中華(hua)民族根本利益所在(zai)。推動(dong)兩(liang)岸(an)就和平(ping)發(fa)展(zhan)達(da)成制度(du)(du)性(xing)安排。完善促進(jin)兩(liang)岸(an)交(jiao)流合作、深化(hua)兩(liang)岸(an)融合發(fa)展(zhan)、保(bao)(bao)障臺灣同(tong)(tong)胞(bao)福祉的(de)制度(du)(du)安排和政策措施(shi),團結廣大臺灣同(tong)(tong)胞(bao)共同(tong)(tong)反對“臺獨(du)”、促進(jin)統(tong)一(yi)(yi)。在(zai)確保(bao)(bao)國家主(zhu)權(quan)(quan)、安全、發(fa)展(zhan)利益的(de)前(qian)提下,和平(ping)統(tong)一(yi)(yi)后,臺灣同(tong)(tong)胞(bao)的(de)社會(hui)制度(du)(du)和生活(huo)方式將得到充(chong)分尊(zun)重,臺灣同(tong)(tong)胞(bao)的(de)私人財產、宗教(jiao)信仰、合法權(quan)(quan)益將得到充(chong)分保(bao)(bao)障。

  十三、堅持(chi)和完善(shan)獨立自主的和平外交政策,推動構建人(ren)類命運共同體

  推(tui)動黨(dang)和國家事業(ye)發(fa)(fa)展(zhan)需要(yao)和平國際環境(jing)和良好外部(bu)條件。必須統籌(chou)國內國際兩(liang)個大局,高舉和平、發(fa)(fa)展(zhan)、合(he)作、共贏旗幟(zhi),堅(jian)定(ding)不(bu)移(yi)維(wei)護(hu)國家主(zhu)權、安全、發(fa)(fa)展(zhan)利(li)益,堅(jian)定(ding)不(bu)移(yi)維(wei)護(hu)世界和平、促進共同發(fa)(fa)展(zhan)。

  (一)健全黨對外(wai)(wai)事工(gong)作(zuo)領導體制(zhi)機制(zhi)。堅持外(wai)(wai)交大(da)(da)權(quan)在黨中(zhong)央(yang),加(jia)(jia)強(qiang)中(zhong)國(guo)特(te)色大(da)(da)國(guo)外(wai)(wai)交理(li)論建(jian)設(she),全面貫徹(che)黨中(zhong)央(yang)外(wai)(wai)交大(da)(da)政(zheng)方(fang)針和戰略部署。深入推進(jin)涉外(wai)(wai)體制(zhi)機制(zhi)建(jian)設(she),統(tong)籌協(xie)(xie)調黨、人大(da)(da)、政(zheng)府、政(zheng)協(xie)(xie)、軍(jun)隊、地(di)方(fang)、人民(min)團體等的對外(wai)(wai)交往,加(jia)(jia)強(qiang)黨總攬全局、協(xie)(xie)調各方(fang)的對外(wai)(wai)工(gong)作(zuo)大(da)(da)協(xie)(xie)同格局。加(jia)(jia)強(qiang)涉外(wai)(wai)法治工(gong)作(zuo),建(jian)立涉外(wai)(wai)工(gong)作(zuo)法務制(zhi)度,加(jia)(jia)強(qiang)國(guo)際法研究(jiu)和運用(yong),提高涉外(wai)(wai)工(gong)作(zuo)法治化水平。

  (二(er))完善全(quan)方位外交布局。堅(jian)定(ding)不(bu)移(yi)走和平(ping)(ping)發(fa)展(zhan)道路,堅(jian)持(chi)在和平(ping)(ping)共處(chu)五項(xiang)原(yuan)則基礎上全(quan)面發(fa)展(zhan)同各國(guo)的(de)友好合作(zuo),堅(jian)持(chi)國(guo)家(jia)不(bu)分大小(xiao)、強弱、貧富一(yi)律平(ping)(ping)等,推動建設相(xiang)互尊重、公平(ping)(ping)正義(yi)、合作(zuo)共贏的(de)新型國(guo)際關系(xi),積極發(fa)展(zhan)全(quan)球伙伴關系(xi),維護(hu)全(quan)球戰略(lve)穩(wen)定(ding),反(fan)對一(yi)切形式的(de)霸(ba)權主義(yi)和強權政治。堅(jian)持(chi)通(tong)過對話協(xie)商、以(yi)和平(ping)(ping)手段解決國(guo)際爭端(duan)和熱點(dian)(dian)難點(dian)(dian)問題(ti),反(fan)對動輒使用武力或以(yi)武力相(xiang)威脅(xie)。堅(jian)持(chi)奉(feng)行防御(yu)性的(de)國(guo)防政策,永遠(yuan)不(bu)稱(cheng)霸(ba),永遠(yuan)不(bu)搞擴張(zhang),永遠(yuan)做維護(hu)世界和平(ping)(ping)的(de)堅(jian)定(ding)力量(liang)。

  (三(san))推(tui)(tui)進合(he)作共贏的(de)開(kai)放(fang)體系(xi)建(jian)(jian)設。堅持(chi)互(hu)利(li)共贏的(de)開(kai)放(fang)戰略,推(tui)(tui)動共建(jian)(jian)“一帶一路”高(gao)(gao)質量發(fa)展,維(wei)護完(wan)善多邊貿易(yi)體制(zhi),推(tui)(tui)動貿易(yi)和投資自由(you)化便(bian)利(li)化,推(tui)(tui)動構(gou)建(jian)(jian)面向全(quan)(quan)球的(de)高(gao)(gao)標準(zhun)自由(you)貿易(yi)區(qu)網(wang)絡(luo),支持(chi)廣(guang)大發(fa)展中國家提高(gao)(gao)自主發(fa)展能(neng)力,推(tui)(tui)動解決全(quan)(quan)球發(fa)展失(shi)衡、數字鴻溝(gou)等問(wen)題,推(tui)(tui)動建(jian)(jian)設開(kai)放(fang)型世(shi)界經濟(ji)。健全(quan)(quan)對(dui)外開(kai)放(fang)安全(quan)(quan)保(bao)(bao)障體系(xi)。構(gou)建(jian)(jian)海(hai)外利(li)益(yi)保(bao)(bao)護和風險預警(jing)防范體系(xi),完(wan)善領事保(bao)(bao)護工作機(ji)(ji)制(zhi),維(wei)護海(hai)外同胞安全(quan)(quan)和正當權益(yi),保(bao)(bao)障重大項目和人員(yuan)機(ji)(ji)構(gou)安全(quan)(quan)。

  (四)積極參與全球(qiu)治理體系(xi)改(gai)革和建設。高舉(ju)構(gou)建人類命運共(gong)同體旗(qi)幟(zhi),秉持(chi)(chi)共(gong)商(shang)共(gong)建共(gong)享的(de)全球(qiu)治理觀,倡導多邊主義和國(guo)(guo)(guo)際(ji)關系(xi)民主化(hua)(hua),推動全球(qiu)經濟治理機制變革。推動在(zai)共(gong)同但有(you)區(qu)別的(de)責任、公(gong)平(ping)、各自能(neng)力等原則基礎上(shang)開(kai)展(zhan)應對氣(qi)候變化(hua)(hua)國(guo)(guo)(guo)際(ji)合作(zuo)(zuo)。維護(hu)聯合國(guo)(guo)(guo)在(zai)全球(qiu)治理中的(de)核心地(di)位(wei),支持(chi)(chi)上(shang)海(hai)合作(zuo)(zuo)組織、金磚國(guo)(guo)(guo)家、二十國(guo)(guo)(guo)集團(tuan)等平(ping)臺機制化(hua)(hua)建設,推動構(gou)建更加公(gong)正(zheng)合理的(de)國(guo)(guo)(guo)際(ji)治理體系(xi)。

  十四、堅持和完善黨和國家監督體系,強化對權力運行的制(zhi)約和監督

  黨(dang)和國家監督體系是黨(dang)在長期執政(zheng)條件下實現自(zi)(zi)我(wo)(wo)凈化、自(zi)(zi)我(wo)(wo)完善、自(zi)(zi)我(wo)(wo)革新、自(zi)(zi)我(wo)(wo)提高的(de)(de)重要制度保障。必須健全(quan)黨(dang)統一領導、全(quan)面覆蓋、權(quan)威高效的(de)(de)監督體系,增強(qiang)監督嚴(yan)肅性、協(xie)同性、有效性,形成決策科(ke)學(xue)、執行堅決、監督有力(li)的(de)(de)權(quan)力(li)運行機制,確(que)保黨(dang)和人(ren)民賦予的(de)(de)權(quan)力(li)始終用來(lai)為人(ren)民謀幸福(fu)。

  (二)完(wan)善權(quan)(quan)(quan)力(li)(li)(li)配置(zhi)和運(yun)行(xing)(xing)制(zhi)(zhi)約(yue)機(ji)制(zhi)(zhi)。堅(jian)持(chi)權(quan)(quan)(quan)責(ze)法(fa)定,健全分事行(xing)(xing)權(quan)(quan)(quan)、分崗(gang)設權(quan)(quan)(quan)、分級授權(quan)(quan)(quan)、定期輪崗(gang)制(zhi)(zhi)度(du)(du),明(ming)晰(xi)權(quan)(quan)(quan)力(li)(li)(li)邊(bian)界,規范(fan)工作(zuo)流(liu)程,強化權(quan)(quan)(quan)力(li)(li)(li)制(zhi)(zhi)約(yue)。堅(jian)持(chi)權(quan)(quan)(quan)責(ze)透明(ming),推動用(yong)權(quan)(quan)(quan)公開(kai),完(wan)善黨務(wu)、政務(wu)、司法(fa)和各(ge)領域(yu)辦事公開(kai)制(zhi)(zhi)度(du)(du),建立(li)權(quan)(quan)(quan)力(li)(li)(li)運(yun)行(xing)(xing)可(ke)查詢(xun)、可(ke)追溯(su)的反饋機(ji)制(zhi)(zhi)。堅(jian)持(chi)權(quan)(quan)(quan)責(ze)統一,盯緊權(quan)(quan)(quan)力(li)(li)(li)運(yun)行(xing)(xing)各(ge)個(ge)環節(jie),完(wan)善發現問題、糾正偏差、精準問責(ze)有效機(ji)制(zhi)(zhi),壓減權(quan)(quan)(quan)力(li)(li)(li)設租(zu)尋租(zu)空間。

  (三)構建一體推(tui)進不(bu)敢腐(fu)、不(bu)能腐(fu)、不(bu)想腐(fu)體制機(ji)制。堅定(ding)不(bu)移推(tui)進反(fan)腐(fu)敗斗爭(zheng),堅決查處(chu)政治(zhi)問題(ti)和經濟問題(ti)交織(zhi)的(de)腐(fu)敗案件,堅決斬斷“圍獵”和甘(gan)于(yu)被“圍獵”的(de)利益鏈(lian),堅決破除權錢交易的(de)關(guan)系網。深化標本兼治(zhi),推(tui)動(dong)審批(pi)監管、執(zhi)法(fa)司法(fa)、工程建設、資源(yuan)開(kai)發(fa)、金融信貸、公共資源(yuan)交易、公共財(cai)政支(zhi)出等重點(dian)領(ling)域監督機(ji)制改革和制度建設,推(tui)進反(fan)腐(fu)敗國(guo)家立法(fa),促(cu)進反(fan)腐(fu)敗國(guo)際合作,加強(qiang)思想道德和黨紀國(guo)法(fa)教(jiao)育,鞏固和發(fa)展(zhan)反(fan)腐(fu)敗斗爭(zheng)壓倒(dao)性勝利。

  十五、加強黨對堅持和完善中(zhong)國特色社會主義制度、推進國家治理體系和治理能力現代化(hua)的(de)領導

  堅(jian)持(chi)和完(wan)善中(zhong)國特色社(she)會主義制(zhi)度、推(tui)進(jin)國家治理體(ti)系(xi)和治理能力現代(dai)化,是全(quan)黨的一項重大戰略任務(wu)。必須在黨中(zhong)央統一領導下進(jin)行,科(ke)學(xue)謀劃、精心組(zu)織,遠近結合(he)、整(zheng)體(ti)推(tui)進(jin),確保本次全(quan)會所確定的各項目標任務(wu)全(quan)面落實到位。

  制(zhi)(zhi)(zhi)度(du)的(de)生命力(li)在于執(zhi)行(xing)。各(ge)級黨(dang)委和政府以及各(ge)級領導干部要切實(shi)強化制(zhi)(zhi)(zhi)度(du)意識,帶頭(tou)維護制(zhi)(zhi)(zhi)度(du)權威(wei),做(zuo)制(zhi)(zhi)(zhi)度(du)執(zhi)行(xing)的(de)表(biao)率(lv),帶動全黨(dang)全社(she)會自覺尊崇制(zhi)(zhi)(zhi)度(du)、嚴格執(zhi)行(xing)制(zhi)(zhi)(zhi)度(du)、堅(jian)決(jue)維護制(zhi)(zhi)(zhi)度(du)。健全權威(wei)高效(xiao)的(de)制(zhi)(zhi)(zhi)度(du)執(zhi)行(xing)機制(zhi)(zhi)(zhi),加強對制(zhi)(zhi)(zhi)度(du)執(zhi)行(xing)的(de)監督,堅(jian)決(jue)杜絕做(zuo)選擇、搞變(bian)通(tong)、打折扣的(de)現象。

  加強(qiang)制(zhi)(zhi)(zhi)度(du)理論(lun)研究和(he)宣傳教(jiao)育,引導全黨全社(she)(she)(she)會(hui)(hui)充分認識中國(guo)特色社(she)(she)(she)會(hui)(hui)主義制(zhi)(zhi)(zhi)度(du)的(de)(de)(de)(de)本質特征和(he)優越性,堅(jian)定制(zhi)(zhi)(zhi)度(du)自信。教(jiao)育引導廣大干部群(qun)眾認識到(dao),中國(guo)特色社(she)(she)(she)會(hui)(hui)主義制(zhi)(zhi)(zhi)度(du)和(he)國(guo)家治(zhi)理體系經過長(chang)期(qi)實踐檢驗,來之不(bu)(bu)易,必須倍加珍惜;完善和(he)發(fa)展我(wo)(wo)國(guo)國(guo)家制(zhi)(zhi)(zhi)度(du)和(he)治(zhi)理體系,必須堅(jian)持從國(guo)情出(chu)發(fa)、從實際出(chu)發(fa),既把(ba)(ba)握長(chang)期(qi)形成的(de)(de)(de)(de)歷(li)史傳承,又把(ba)(ba)握黨和(he)人民在我(wo)(wo)國(guo)國(guo)家制(zhi)(zhi)(zhi)度(du)建設和(he)國(guo)家治(zhi)理方面走(zou)過的(de)(de)(de)(de)道(dao)路、積累的(de)(de)(de)(de)經驗、形成的(de)(de)(de)(de)原則,不(bu)(bu)能照抄照搬他國(guo)制(zhi)(zhi)(zhi)度(du)模式,既不(bu)(bu)走(zou)封閉僵化的(de)(de)(de)(de)老路,也不(bu)(bu)走(zou)改旗易幟的(de)(de)(de)(de)邪路,堅(jian)定不(bu)(bu)移走(zou)中國(guo)特色社(she)(she)(she)會(hui)(hui)主義道(dao)路。

  把提高治(zhi)理(li)能(neng)(neng)力(li)(li)(li)作為(wei)新時(shi)代干(gan)(gan)(gan)部(bu)(bu)隊(dui)伍建設(she)的重(zhong)大任務。通過加強(qiang)思想(xiang)淬煉(lian)、政(zheng)治(zhi)歷練、實(shi)踐鍛煉(lian)、專業訓練,推動廣大干(gan)(gan)(gan)部(bu)(bu)嚴格(ge)按(an)照制(zhi)度履行職責、行使權力(li)(li)(li)、開展工(gong)作,提高推進“五位一體(ti)”總體(ti)布局和(he)“四個全(quan)面(mian)”戰略布局等各項工(gong)作能(neng)(neng)力(li)(li)(li)和(he)水平。堅持(chi)黨管干(gan)(gan)(gan)部(bu)(bu)原則,落實(shi)好干(gan)(gan)(gan)部(bu)(bu)標準(zhun),樹(shu)立正確(que)用人(ren)導向(xiang),把制(zhi)度執行力(li)(li)(li)和(he)治(zhi)理(li)能(neng)(neng)力(li)(li)(li)作為(wei)干(gan)(gan)(gan)部(bu)(bu)選拔任用、考核評價的重(zhong)要依據。尊(zun)重(zhong)知識、尊(zun)重(zhong)人(ren)才,加快人(ren)才制(zhi)度和(he)政(zheng)策(ce)創新,支持(chi)各類(lei)人(ren)才為(wei)推進國家治(zhi)理(li)體(ti)系(xi)和(he)治(zhi)理(li)能(neng)(neng)力(li)(li)(li)現代化(hua)貢獻智慧和(he)力(li)(li)(li)量。

  推(tui)進全面深化改革,既要保持中(zhong)國(guo)特色社(she)會主(zhu)義制(zhi)度(du)(du)和國(guo)家治(zhi)理(li)(li)體系(xi)的穩(wen)定性和延續(xu)性,又要抓緊制(zhi)定國(guo)家治(zhi)理(li)(li)體系(xi)和治(zhi)理(li)(li)能力現代化急需的制(zhi)度(du)(du)、滿足人(ren)民對(dui)美好生活新期待必備的制(zhi)度(du)(du),推(tui)動中(zhong)國(guo)特色社(she)會主(zhu)義制(zhi)度(du)(du)不斷自我完(wan)善和發(fa)展、永葆(bao)生機活力。
