| 新華社北京11月5日(ri)電 中共中央關于堅持和完善中國特色社會主義制度 推進國家治理體系和治理能力現代化若干重大問題的決定 (2019年10月31日中國共產黨第十九屆中央委員會第四次全體會議通過) 為貫徹落實(shi)黨的(de)十九(jiu)大精神,十九(jiu)屆中央委員會第四次全體會議著重研究了堅持和(he)完善中國(guo)特色社(she)會主義制度、推進國(guo)家治理體系和(he)治理能力現代化的(de)若干重大問(wen)題,作(zuo)出如(ru)下決定。 一、堅(jian)持和(he)(he)完善中(zhong)國(guo)特(te)色(se)社會主(zhu)義(yi)制度、推進國(guo)家治理體系和(he)(he)治理能力(li)現代化(hua)的重大(da)意義(yi)和(he)(he)總體要(yao)求 中(zhong)(zhong)(zhong)國(guo)(guo)(guo)(guo)特色社(she)會(hui)主義(yi)制(zhi)度(du)(du)(du)是(shi)黨和人民在長期實(shi)踐探(tan)索中(zhong)(zhong)(zhong)形成(cheng)的(de)(de)科學制(zhi)度(du)(du)(du)體(ti)系,我國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)家(jia)治(zhi)理(li)一切工作和活動都依(yi)照中(zhong)(zhong)(zhong)國(guo)(guo)(guo)(guo)特色社(she)會(hui)主義(yi)制(zhi)度(du)(du)(du)展開,我國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)家(jia)治(zhi)理(li)體(ti)系和治(zhi)理(li)能(neng)力(li)是(shi)中(zhong)(zhong)(zhong)國(guo)(guo)(guo)(guo)特色社(she)會(hui)主義(yi)制(zhi)度(du)(du)(du)及其執行(xing)能(neng)力(li)的(de)(de)集中(zhong)(zhong)(zhong)體(ti)現(xian)。 中國(guo)共(gong)產黨(dang)自成(cheng)(cheng)立以來,團結(jie)帶領人民(min),堅持把(ba)馬克思主義基(ji)本原理(li)同中國(guo)具體(ti)實(shi)際相結(jie)合,贏得了(le)(le)中國(guo)革命(ming)勝(sheng)利,并深刻總(zong)結(jie)國(guo)內外(wai)正反兩方面經驗,不斷(duan)探索實(shi)踐,不斷(duan)改革創新,建立和完(wan)(wan)善(shan)社會(hui)主義制度,形成(cheng)(cheng)和發展(zhan)(zhan)黨(dang)的領導(dao)和經濟、政治、文化(hua)(hua)、社會(hui)、生態(tai)文明、軍事、外(wai)事等各(ge)方面制度,加強(qiang)和完(wan)(wan)善(shan)國(guo)家(jia)治理(li),取得歷史性成(cheng)(cheng)就。黨(dang)的十八(ba)大以來,我們黨(dang)領導(dao)人民(min)統(tong)(tong)籌(chou)推(tui)進(jin)“五位一(yi)體(ti)”總(zong)體(ti)布局、協(xie)調推(tui)進(jin)“四個全(quan)面”戰略布局,推(tui)動中國(guo)特(te)色社會(hui)主義制度更(geng)加完(wan)(wan)善(shan)、國(guo)家(jia)治理(li)體(ti)系和治理(li)能力(li)現代化(hua)(hua)水平明顯(xian)提(ti)(ti)高(gao),為政治穩(wen)定、經濟發展(zhan)(zhan)、文化(hua)(hua)繁(fan)榮、民(min)族團結(jie)、人民(min)幸(xing)福、社會(hui)安寧(ning)、國(guo)家(jia)統(tong)(tong)一(yi)提(ti)(ti)供了(le)(le)有力(li)保障。 新中國成立七十年(nian)來(lai),我們黨領(ling)導人(ren)民創造(zao)了世所罕(han)見的(de)經濟(ji)快速發展奇跡(ji)和(he)社會長期穩定奇跡(ji),中華(hua)(hua)民族(zu)迎來(lai)了從站起來(lai)、富起來(lai)到強起來(lai)的(de)偉(wei)(wei)大(da)飛躍。實(shi)踐證明,中國特色社會主(zhu)義制(zhi)(zhi)度(du)和(he)國家治(zhi)(zhi)理(li)體系是以馬克思(si)主(zhu)義為指導、植根(gen)中國大(da)地、具(ju)有(you)深厚中華(hua)(hua)文(wen)化根(gen)基、深得人(ren)民擁(yong)護的(de)制(zhi)(zhi)度(du)和(he)治(zhi)(zhi)理(li)體系,是具(ju)有(you)強大(da)生命力和(he)巨大(da)優越性的(de)制(zhi)(zhi)度(du)和(he)治(zhi)(zhi)理(li)體系,是能夠持(chi)續(xu)推動擁(yong)有(you)近十四億人(ren)口大(da)國進步和(he)發展、確保擁(yong)有(you)五千多年(nian)文(wen)明史(shi)的(de)中華(hua)(hua)民族(zu)實(shi)現“兩(liang)個一百年(nian)”奮斗(dou)目標進而實(shi)現偉(wei)(wei)大(da)復興(xing)的(de)制(zhi)(zhi)度(du)和(he)治(zhi)(zhi)理(li)體系。 當今世界正經歷百年未有之大(da)(da)變(bian)局(ju),我國正處(chu)于實現中(zhong)華民族偉(wei)(wei)大(da)(da)復興關鍵時期。順應(ying)時代(dai)潮流,適應(ying)我國社會主要矛盾變(bian)化(hua)(hua),統攬偉(wei)(wei)大(da)(da)斗爭、偉(wei)(wei)大(da)(da)工程(cheng)、偉(wei)(wei)大(da)(da)事(shi)業(ye)、偉(wei)(wei)大(da)(da)夢(meng)想,不斷滿足人民對美好(hao)生活新期待,戰勝前進(jin)(jin)道路(lu)上(shang)(shang)的各種風險挑(tiao)戰,必須在堅持和(he)完(wan)善中(zhong)國特(te)色社會主義(yi)制度、推進(jin)(jin)國家治(zhi)理體系和(he)治(zhi)理能力現代(dai)化(hua)(hua)上(shang)(shang)下(xia)更大(da)(da)功(gong)夫。 堅持和(he)完(wan)善中國(guo)(guo)特(te)色(se)社(she)(she)會主(zhu)義(yi)制度(du)(du)、推進國(guo)(guo)家治理(li)(li)體(ti)(ti)系和(he)治理(li)(li)能力現(xian)(xian)代(dai)化的總體(ti)(ti)目標是,到(dao)我(wo)們(men)黨成立一百年(nian)時,在(zai)各方(fang)面(mian)制度(du)(du)更加成熟更加定型上取得明顯成效;到(dao)二〇三五年(nian),各方(fang)面(mian)制度(du)(du)更加完(wan)善,基(ji)本實現(xian)(xian)國(guo)(guo)家治理(li)(li)體(ti)(ti)系和(he)治理(li)(li)能力現(xian)(xian)代(dai)化;到(dao)新中國(guo)(guo)成立一百年(nian)時,全(quan)面(mian)實現(xian)(xian)國(guo)(guo)家治理(li)(li)體(ti)(ti)系和(he)治理(li)(li)能力現(xian)(xian)代(dai)化,使(shi)中國(guo)(guo)特(te)色(se)社(she)(she)會主(zhu)義(yi)制度(du)(du)更加鞏固、優越性充分(fen)展現(xian)(xian)。 二、堅持和完善黨的領(ling)導(dao)制度體(ti)系,提高黨科學(xue)執(zhi)政、民主執(zhi)政、依法執(zhi)政水平(ping) 中(zhong)(zhong)(zhong)(zhong)國共(gong)產黨領導是中(zhong)(zhong)(zhong)(zhong)國特(te)色社(she)(she)會(hui)主義最本質的(de)特(te)征(zheng),是中(zhong)(zhong)(zhong)(zhong)國特(te)色社(she)(she)會(hui)主義制(zhi)度(du)的(de)最大優勢,黨是最高政(zheng)治領導力量。必(bi)須(xu)堅持黨政(zheng)軍民(min)學、東(dong)西南(nan)北中(zhong)(zhong)(zhong)(zhong),黨是領導一切(qie)的(de),堅決維護黨中(zhong)(zhong)(zhong)(zhong)央權威,健全總攬全局(ju)、協調各方的(de)黨的(de)領導制(zhi)度(du)體系(xi),把黨的(de)領導落實到國家治理各領域各方面各環節。 (一)建立不(bu)(bu)忘(wang)初(chu)心(xin)、牢(lao)記使命的(de)(de)(de)制(zhi)度。確保全(quan)黨(dang)(dang)(dang)(dang)遵守黨(dang)(dang)(dang)(dang)章(zhang),恪(ke)守黨(dang)(dang)(dang)(dang)的(de)(de)(de)性(xing)質和宗旨(zhi),堅持(chi)用(yong)共產主(zhu)義遠大理想(xiang)(xiang)和中國特色(se)(se)社會(hui)主(zhu)義共同理想(xiang)(xiang)凝(ning)聚(ju)全(quan)黨(dang)(dang)(dang)(dang)、團結人(ren)民(min),用(yong)習近平(ping)新時代(dai)中國特色(se)(se)社會(hui)主(zhu)義思想(xiang)(xiang)武裝(zhuang)全(quan)黨(dang)(dang)(dang)(dang)、教育人(ren)民(min)、指導工作,夯實黨(dang)(dang)(dang)(dang)執(zhi)政(zheng)的(de)(de)(de)思想(xiang)(xiang)基(ji)礎。把不(bu)(bu)忘(wang)初(chu)心(xin)、牢(lao)記使命作為加強黨(dang)(dang)(dang)(dang)的(de)(de)(de)建設(she)的(de)(de)(de)永恒課題(ti)和全(quan)體黨(dang)(dang)(dang)(dang)員(yuan)、干(gan)部的(de)(de)(de)終(zhong)(zhong)身課題(ti),形成長效機制(zhi),堅持(chi)不(bu)(bu)懈錘煉(lian)黨(dang)(dang)(dang)(dang)員(yuan)、干(gan)部忠誠干(gan)凈擔當的(de)(de)(de)政(zheng)治品格。全(quan)面貫徹(che)黨(dang)(dang)(dang)(dang)的(de)(de)(de)基(ji)本理論、基(ji)本路線、基(ji)本方(fang)略,持(chi)續推進黨(dang)(dang)(dang)(dang)的(de)(de)(de)理論創(chuang)(chuang)新、實踐創(chuang)(chuang)新、制(zhi)度創(chuang)(chuang)新,使一切工作順應時代(dai)潮(chao)流(liu)、符合發(fa)展規律、體現人(ren)民(min)愿望(wang),確保黨(dang)(dang)(dang)(dang)始終(zhong)(zhong)走在(zai)時代(dai)前(qian)列、得到人(ren)民(min)衷心(xin)擁護。 (一(yi)(yi))堅(jian)持(chi)人(ren)(ren)民軍隊最高領(ling)導權(quan)和(he)指(zhi)揮權(quan)屬于黨中(zhong)央(yang)(yang)(yang)。中(zhong)央(yang)(yang)(yang)軍委實行(xing)主席負責制(zhi)是堅(jian)持(chi)黨對人(ren)(ren)民軍隊絕對領(ling)導的根本(ben)實現(xian)形式。堅(jian)持(chi)全(quan)國武裝力量由(you)軍委主席統一(yi)(yi)領(ling)導和(he)指(zhi)揮,完善貫徹(che)軍委主席負責制(zhi)的體制(zhi)機制(zhi),嚴格落實軍委主席負責制(zhi)各(ge)項制(zhi)度規定。嚴明(ming)政治(zhi)紀律和(he)政治(zhi)規矩,堅(jian)決維護黨中(zhong)央(yang)(yang)(yang)、中(zhong)央(yang)(yang)(yang)軍委權(quan)威,確保政令軍令暢通。 “一(yi)(yi)國(guo)兩制(zhi)(zhi)”是黨領導人民實現祖(zu)國(guo)和平統一(yi)(yi)的(de)一(yi)(yi)項重(zhong)要制(zhi)(zhi)度,是中國(guo)特色(se)社會主義的(de)一(yi)(yi)個偉大創舉(ju)。必(bi)須(xu)堅持“一(yi)(yi)國(guo)”是實行“兩制(zhi)(zhi)”的(de)前提和基礎(chu),“兩制(zhi)(zhi)”從(cong)屬(shu)和派生于(yu)(yu)“一(yi)(yi)國(guo)”并統一(yi)(yi)于(yu)(yu)“一(yi)(yi)國(guo)”之內。嚴格依照憲法(fa)和基本法(fa)對香(xiang)港特別行政區、澳門特別行政區實行管治,堅定維護國(guo)家(jia)(jia)主權(quan)、安全、發展利益,維護香(xiang)港、澳門長期繁榮穩定,絕(jue)不容忍任何(he)挑(tiao)戰“一(yi)(yi)國(guo)兩制(zhi)(zhi)”底線(xian)的(de)行為,絕(jue)不容忍任何(he)分裂(lie)國(guo)家(jia)(jia)的(de)行為。 (二)健全中(zhong)(zhong)央(yang)(yang)依照憲(xian)法(fa)(fa)和基(ji)(ji)本(ben)法(fa)(fa)對(dui)(dui)(dui)特(te)別(bie)行(xing)(xing)(xing)(xing)政(zheng)區行(xing)(xing)(xing)(xing)使(shi)全面(mian)管治權的(de)(de)制度(du)。完(wan)善(shan)中(zhong)(zhong)央(yang)(yang)對(dui)(dui)(dui)特(te)別(bie)行(xing)(xing)(xing)(xing)政(zheng)區行(xing)(xing)(xing)(xing)政(zheng)長(chang)官(guan)和主要官(guan)員的(de)(de)任(ren)免(mian)制度(du)和機(ji)制、全國(guo)人大(da)(da)常委會對(dui)(dui)(dui)基(ji)(ji)本(ben)法(fa)(fa)的(de)(de)解釋制度(du),依法(fa)(fa)行(xing)(xing)(xing)(xing)使(shi)憲(xian)法(fa)(fa)和基(ji)(ji)本(ben)法(fa)(fa)賦予中(zhong)(zhong)央(yang)(yang)的(de)(de)各(ge)項權力。建立健全特(te)別(bie)行(xing)(xing)(xing)(xing)政(zheng)區維(wei)護國(guo)家(jia)安(an)全的(de)(de)法(fa)(fa)律制度(du)和執行(xing)(xing)(xing)(xing)機(ji)制,支持(chi)(chi)特(te)別(bie)行(xing)(xing)(xing)(xing)政(zheng)區強化執法(fa)(fa)力量。健全特(te)別(bie)行(xing)(xing)(xing)(xing)政(zheng)區行(xing)(xing)(xing)(xing)政(zheng)長(chang)官(guan)對(dui)(dui)(dui)中(zhong)(zhong)央(yang)(yang)政(zheng)府(fu)負責(ze)的(de)(de)制度(du),支持(chi)(chi)行(xing)(xing)(xing)(xing)政(zheng)長(chang)官(guan)和特(te)別(bie)行(xing)(xing)(xing)(xing)政(zheng)區政(zheng)府(fu)依法(fa)(fa)施政(zheng)。完(wan)善(shan)香(xiang)港(gang)(gang)、澳(ao)(ao)門融(rong)入國(guo)家(jia)發(fa)(fa)(fa)展(zhan)大(da)(da)局(ju)、同(tong)(tong)內(nei)地優(you)勢互補(bu)、協同(tong)(tong)發(fa)(fa)(fa)展(zhan)機(ji)制,推進粵港(gang)(gang)澳(ao)(ao)大(da)(da)灣區建設,支持(chi)(chi)香(xiang)港(gang)(gang)、澳(ao)(ao)門發(fa)(fa)(fa)展(zhan)經濟、改善(shan)民生,著力解決影響社會穩(wen)定和長(chang)遠發(fa)(fa)(fa)展(zhan)的(de)(de)深(shen)層(ceng)次矛盾和問題。加強對(dui)(dui)(dui)香(xiang)港(gang)(gang)、澳(ao)(ao)門社會特(te)別(bie)是公職人員和青少年的(de)(de)憲(xian)法(fa)(fa)和基(ji)(ji)本(ben)法(fa)(fa)教(jiao)(jiao)育(yu)、國(guo)情教(jiao)(jiao)育(yu)、中(zhong)(zhong)國(guo)歷史和中(zhong)(zhong)華文化教(jiao)(jiao)育(yu),增強香(xiang)港(gang)(gang)、澳(ao)(ao)門同(tong)(tong)胞國(guo)家(jia)意(yi)識和愛國(guo)精神。堅決防范和遏制外(wai)部(bu)勢力干預港(gang)(gang)澳(ao)(ao)事務和進行(xing)(xing)(xing)(xing)分裂、顛覆、滲透、破(po)壞活(huo)動,確保香(xiang)港(gang)(gang)、澳(ao)(ao)門長(chang)治久(jiu)安(an)。 (三(san))堅定(ding)推進祖(zu)國(guo)和平統(tong)一(yi)(yi)進程。解決臺(tai)(tai)灣(wan)問題、實現祖(zu)國(guo)完全(quan)統(tong)一(yi)(yi),是全(quan)體中華(hua)兒女共同(tong)愿望,是中華(hua)民族根(gen)本利益所(suo)在。推動兩岸(an)(an)就和平發展達成制度性安(an)(an)排。完善促(cu)進兩岸(an)(an)交流合(he)作(zuo)、深化兩岸(an)(an)融(rong)合(he)發展、保(bao)障臺(tai)(tai)灣(wan)同(tong)胞(bao)福祉的(de)制度安(an)(an)排和政(zheng)策措施,團結廣(guang)大(da)臺(tai)(tai)灣(wan)同(tong)胞(bao)共同(tong)反對“臺(tai)(tai)獨”、促(cu)進統(tong)一(yi)(yi)。在確保(bao)國(guo)家主權、安(an)(an)全(quan)、發展利益的(de)前提下,和平統(tong)一(yi)(yi)后(hou),臺(tai)(tai)灣(wan)同(tong)胞(bao)的(de)社(she)會(hui)制度和生活方式將得到充分尊重,臺(tai)(tai)灣(wan)同(tong)胞(bao)的(de)私人財產、宗教信仰、合(he)法權益將得到充分保(bao)障。 十三、堅持(chi)和完善獨立自主的和平(ping)外交政策,推動構建人類命運共同體 推動黨和(he)國(guo)(guo)(guo)家事業(ye)發(fa)展(zhan)需(xu)要和(he)平(ping)國(guo)(guo)(guo)際環境和(he)良好外部條件。必須統籌國(guo)(guo)(guo)內國(guo)(guo)(guo)際兩(liang)個大局,高舉和(he)平(ping)、發(fa)展(zhan)、合作、共(gong)贏旗(qi)幟(zhi),堅定不移(yi)維護國(guo)(guo)(guo)家主權、安全、發(fa)展(zhan)利益,堅定不移(yi)維護世界和(he)平(ping)、促(cu)進共(gong)同發(fa)展(zhan)。 (一)健全(quan)(quan)黨(dang)(dang)對外(wai)(wai)事(shi)工(gong)作領導體制(zhi)機(ji)制(zhi)。堅持(chi)外(wai)(wai)交(jiao)大權在黨(dang)(dang)中(zhong)央(yang),加(jia)強(qiang)(qiang)中(zhong)國(guo)特色大國(guo)外(wai)(wai)交(jiao)理(li)論建(jian)設,全(quan)(quan)面(mian)貫徹黨(dang)(dang)中(zhong)央(yang)外(wai)(wai)交(jiao)大政方(fang)針(zhen)和戰略部(bu)署。深入推(tui)進涉外(wai)(wai)體制(zhi)機(ji)制(zhi)建(jian)設,統籌協(xie)調(diao)黨(dang)(dang)、人(ren)大、政府、政協(xie)、軍隊、地方(fang)、人(ren)民團(tuan)體等的對外(wai)(wai)交(jiao)往,加(jia)強(qiang)(qiang)黨(dang)(dang)總攬(lan)全(quan)(quan)局、協(xie)調(diao)各方(fang)的對外(wai)(wai)工(gong)作大協(xie)同格局。加(jia)強(qiang)(qiang)涉外(wai)(wai)法(fa)治(zhi)工(gong)作,建(jian)立涉外(wai)(wai)工(gong)作法(fa)務制(zhi)度,加(jia)強(qiang)(qiang)國(guo)際法(fa)研究和運用,提高(gao)涉外(wai)(wai)工(gong)作法(fa)治(zhi)化水(shui)平。 (二)完善全(quan)方(fang)位外交布局。堅(jian)定(ding)不(bu)移走(zou)和(he)(he)(he)(he)(he)平(ping)(ping)(ping)發展道路,堅(jian)持在和(he)(he)(he)(he)(he)平(ping)(ping)(ping)共(gong)處五(wu)項原則(ze)基礎上(shang)全(quan)面發展同各國的(de)(de)友好合(he)作,堅(jian)持國家不(bu)分大小、強弱、貧富一律平(ping)(ping)(ping)等,推動(dong)建(jian)設相互尊重(zhong)、公(gong)平(ping)(ping)(ping)正義(yi)、合(he)作共(gong)贏(ying)的(de)(de)新型國際關系(xi),積極發展全(quan)球(qiu)伙伴關系(xi),維護(hu)全(quan)球(qiu)戰略穩定(ding),反對(dui)一切(qie)形式的(de)(de)霸權(quan)主(zhu)義(yi)和(he)(he)(he)(he)(he)強權(quan)政治。堅(jian)持通過對(dui)話協(xie)商、以(yi)和(he)(he)(he)(he)(he)平(ping)(ping)(ping)手段解決國際爭端和(he)(he)(he)(he)(he)熱(re)點難(nan)點問題,反對(dui)動(dong)輒使用武力或以(yi)武力相威脅。堅(jian)持奉行防御性(xing)的(de)(de)國防政策,永(yong)遠不(bu)稱霸,永(yong)遠不(bu)搞擴張,永(yong)遠做(zuo)維護(hu)世界和(he)(he)(he)(he)(he)平(ping)(ping)(ping)的(de)(de)堅(jian)定(ding)力量(liang)。 (三(san))推(tui)進合作(zuo)共(gong)贏(ying)的開(kai)放(fang)體(ti)(ti)系建(jian)(jian)設。堅持(chi)互(hu)利(li)共(gong)贏(ying)的開(kai)放(fang)戰略,推(tui)動共(gong)建(jian)(jian)“一帶一路”高(gao)質量發展(zhan),維護(hu)完善多(duo)邊貿(mao)(mao)易體(ti)(ti)制,推(tui)動貿(mao)(mao)易和投資(zi)自(zi)由(you)化(hua)(hua)便利(li)化(hua)(hua),推(tui)動構(gou)建(jian)(jian)面向全(quan)球的高(gao)標準自(zi)由(you)貿(mao)(mao)易區網絡,支持(chi)廣(guang)大發展(zhan)中國家提高(gao)自(zi)主發展(zhan)能力(li),推(tui)動解決全(quan)球發展(zhan)失衡、數字鴻溝等問題,推(tui)動建(jian)(jian)設開(kai)放(fang)型世界經(jing)濟。健全(quan)對(dui)外開(kai)放(fang)安全(quan)保障(zhang)體(ti)(ti)系。構(gou)建(jian)(jian)海外利(li)益保護(hu)和風險(xian)預警防范體(ti)(ti)系,完善領事保護(hu)工作(zuo)機制,維護(hu)海外同胞安全(quan)和正當權益,保障(zhang)重大項目和人員機構(gou)安全(quan)。 (四)積極(ji)參(can)與(yu)全(quan)球(qiu)(qiu)治(zhi)(zhi)理(li)體系改革(ge)(ge)和建(jian)設。高舉構(gou)建(jian)人(ren)類命運共(gong)同體旗幟,秉持共(gong)商共(gong)建(jian)共(gong)享(xiang)的(de)全(quan)球(qiu)(qiu)治(zhi)(zhi)理(li)觀,倡導多邊主義和國際關系民(min)主化(hua),推動全(quan)球(qiu)(qiu)經濟治(zhi)(zhi)理(li)機制(zhi)(zhi)變革(ge)(ge)。推動在(zai)共(gong)同但有區別的(de)責任(ren)、公平、各(ge)自能力(li)等原則(ze)基礎(chu)上(shang)開(kai)展應對氣候變化(hua)國際合(he)作(zuo)。維(wei)護聯合(he)國在(zai)全(quan)球(qiu)(qiu)治(zhi)(zhi)理(li)中的(de)核心(xin)地(di)位,支(zhi)持上(shang)海合(he)作(zuo)組(zu)織、金磚國家、二(er)十國集團等平臺(tai)機制(zhi)(zhi)化(hua)建(jian)設,推動構(gou)建(jian)更加(jia)公正(zheng)合(he)理(li)的(de)國際治(zhi)(zhi)理(li)體系。 (二)完善(shan)權(quan)力(li)(li)(li)配置和運(yun)行(xing)制(zhi)(zhi)(zhi)約機制(zhi)(zhi)(zhi)。堅(jian)持(chi)(chi)權(quan)責(ze)法(fa)定,健全分(fen)事行(xing)權(quan)、分(fen)崗設(she)權(quan)、分(fen)級授權(quan)、定期(qi)輪崗制(zhi)(zhi)(zhi)度,明晰權(quan)力(li)(li)(li)邊界,規范(fan)工作流(liu)程,強(qiang)化權(quan)力(li)(li)(li)制(zhi)(zhi)(zhi)約。堅(jian)持(chi)(chi)權(quan)責(ze)透(tou)明,推動用權(quan)公開,完善(shan)黨務(wu)(wu)、政務(wu)(wu)、司(si)法(fa)和各(ge)領域辦(ban)事公開制(zhi)(zhi)(zhi)度,建立權(quan)力(li)(li)(li)運(yun)行(xing)可(ke)查詢(xun)、可(ke)追溯(su)的反饋機制(zhi)(zhi)(zhi)。堅(jian)持(chi)(chi)權(quan)責(ze)統(tong)一(yi),盯緊權(quan)力(li)(li)(li)運(yun)行(xing)各(ge)個(ge)環節(jie),完善(shan)發現問題、糾正偏差(cha)、精準問責(ze)有效機制(zhi)(zhi)(zhi),壓(ya)減權(quan)力(li)(li)(li)設(she)租尋租空間。 堅(jian)持和完善中(zhong)國(guo)特色社會(hui)(hui)主義(yi)制度、推進(jin)國(guo)家治(zhi)理體系和治(zhi)理能力現代化,是全黨的一(yi)(yi)項重大戰(zhan)略任(ren)務。必須(xu)在(zai)黨中(zhong)央(yang)統(tong)一(yi)(yi)領導下(xia)進(jin)行,科學謀劃、精心組織,遠(yuan)近結合、整(zheng)體推進(jin),確保本次全會(hui)(hui)所確定的各項目標(biao)任(ren)務全面落實到位。
